Job Summary

The Position

Class Code 27897: Scale Attendant I

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

Under close supervision the Scale Attendant performs a variety of tasks related to the receiving of refuse material from the general public businesses and private waste haulers; assessment and collection of disposal fees and recording of solid waste statistical information at the disposal site and transfer stations. Assignments include rotating between the remotely located scale houses based on a predetermined schedule working in a non-traditional office environment having extensive public contact and on occasion working alone.

Knowledge of

  • General principles practices and procedures of cashiering
  • Basic record keeping techniques to ensure current and accurate information
  • Common office operating procedures
  • Basic arithmetic to make calculations (addition subtraction multiplication division percentages decimals and fractions)
  • Principles and practices of effective customer service
  • File maintenance and organization
  • Office procedures methods and equipment including computers and applicable software applications such as word processing spreadsheets databases and other specialized applications related to area of assignment
  • English usage spelling grammar and punctuation

Ability to

  • Understand and follow applicable Federal State and local laws codes and regulations related to disposal site and transfer station operations
  • Operate automated platform scale utilizing a computer system and make readings with accuracy and speed
  • Handle and count money make change and balance a cash drawer
  • Detect malfunctioning of the scales and computer equipment
  • Make mathematical computations with high degree of accuracy and speed
  • Maintain accurate records and files of transactions
  • Develop and maintain cooperative effective working relationships with others
  • Communicate clearly and concisely both verbally and in writing
  • Follow written and verbal instructions
  • Respond to questions complaints issues and concerns in a polite courteous respectful tactful and non-confrontational manner
  • Collect and compile a variety of data and information
  • Operate a variety of office equipment such as computers scanners copiers faxes etc.
  • Read speak and write English at a level necessary for satisfactory job performance

There are no mandatory education or experience requirements.

General Qualifications

Criminal History and Background Checks:
The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602 Personnel Policies and Procedures B-5 and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to or impacts the candidates ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks credit history checks Social Security Number verification professional license/registration verification military service information and driving history. Information obtained in the course of this background check will be considered by the appointing authority in the selection obtaining such information the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

License Requirement:
A valid California Driver License Class C or higher may be required at the time of appointment. Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Physical Requirements:
Positions in this class require the incumbent to be able to:
Frequently stand or sit for long periods of time.
Occasionally bend stoop squat kneel crouch and reach to access floor safe.
Perform activities such as typing on a keyboard involving finger dexterity and eye/hand coordination.
Sufficiently recognize and read vehicle license plates at a distance.
Sufficiently hear and speak in person on an intercom system on the telephone and over a two-way radio.

Working Conditions:
Some positions in this class require the incumbent to:
Work outside in inclement weather conditions.
Work in an area with exposure to dust dirt gas noise and odors.
Work various shifts overtime weekends holidays and on-call.
