Job Description:

The AVP Investigations Program Risk Management is entrusted with establishing and leading the risk pillar within FCI Canada acting as a key executive partner to the VP FCI Canada. This role drives consistency efficiency and compliance across investigative and reporting activities including Suspicious Transaction Report (STR) management regulatory reporting and cross-team quality control. The AVP ensures quality standards are met processes are streamlined and regulatory requirements are consistently applied.

Specifically accountabilities will include:

  • Lead the end-to-end management of STR processes ensuring timely accurate and compliant reporting to FINTRAC.
  • Provide timely and comprehensive reporting of significant Suspicious Transaction Reports (STRs) to the Chief Anti-Money Laundering Officer (CAMLO) ensuring that material cases are escalated and communicated with appropriate context and analysis.
  • Oversee and analyze quality trending across examinations audits and QA results using data-driven insights to identify root causes and drive continuous improvement.
  • Develop maintain and optimize process maps in coordination with FCRM pillars for investigative workflows ensuring clarity efficiency and regulatory compliance.
  • Serve as the designated owner of investigation standards for Canada ensuring alignment with TDs global policies and regulatory expectations.
  • Establish update and communicate investigation procedures ensuring consistency and effectiveness across teams.
  • Design and oversee the training lifecycle for investigations staff including onboarding ongoing education and competency assessments to maintain high standards.
  • Implement and monitor cross-team quality control measures fostering collaboration and consistency in investigative practices.
  • Provide people management leadership by hiring and retaining top talent developing staff and setting high performance standards.
  • Participate in system development projects as the subject matter expert for quality outputs of automation and technology initiatives.
  • Ensure timely escalation of significant matters to management supporting the VP FCI by raising issues to appropriate governance forums as required.

Skills and Experience:

  • Minimum 10 years in roles focused on investigative quality operational risk or compliance in a global financial crime program.
  • Demonstrated ability to hire develop and lead high-performing teams set clear performance standards and foster a culture of accountability and continuous improvement.
  • Proven track record in designing and implementing centralized quality programs standardizing procedures and driving consistency and efficiency across multiple teams and functions.
  • Expertise in regulatory reporting (STR CAMLO) process optimization and quality assurance within financial crime investigations.
  • Experience managing quality control sampling calibration and QA scorecards with a focus on reducing silos bottlenecks and operational inefficiencies.
  • Ability to develop update and oversee procedures and training programs that support quality standards and compliance objectives.
  • Strong collaboration skills working effectively with operations managers technology partners policy and control teams and audit functions to drive program enhancements and agile implementation.
  • Proficient in using analytics to monitor quality trends manage feedback and support data-driven decision-making for program improvements.
