The successful applicants must pass a federal background check in order to qualify for military base access which is required with this positions work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License proof of vehicle insurance and a valid State of Alaska vehicle registration.
State employees are guests on Joint Base Elmendorf-Richardson; clearance and access are not within the States control.
Special Note:In addition in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process a background check investigation including a criminal records check will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.
One year of entry professional level experience mitigating against preparing for responding to or recovering from emergencies disasters or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska or the equivalent elsewhere.
OR
Two years of entry professional level experience either creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or coordinating the recovery from such events.
OR
A bachelors degree in any field from an accredited college;
AND
One year of entry professional level experience either creating contingency plans conducting exercises to evaluate plans and training responding to events creating civil disruption or environmental disturbance or coordinating the recovery from such events.
Special Note:
A valid Alaska drivers license is required.
Some positions require the incumbent to obtain a federal security clearance.
Work may require periodic 24-hour on-call duty and travel to remote locations in small aircraft and boats and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

Position Specific Requirements:Must complete the following Federal Emergency Management Agency (FEMA) Emergency Management Institute (EMI) on-line courses: IS 100 Introduction to the Incident Command System; IS 200 ICS for Single Resources and Initial Action Incidents; IS 700 National Incident Management System (NIMS) an Introduction; IS 800.B National Response Framework (NRF) an Introduction and the FEMA Professional Development Series; IS 120. IS 230 IS 235 IS 240 IS 241 IS 242 and IS 244. Completion of these courses are required to meet Homeland Security Grant Program requirements for NIMS Compliance.
DMVA is housed on Joint Base Elmendorf-Richardson a federal military installation. If the installation commander deems necessary the incumbent maybe required to pass security background check for an installation access permit. Adherence to installation regulations special security guidelines base protocol for Joint Base Elmendorf-Richardson are mandatory and will be followed while on the installation or the access permit can be revoked by the installation commander at any time.
