Under general direction this position is responsible for performing professional-level human resources functions for the college with a primary focus on classification compensation benefits recruitment and selection. The role provides guidance and support to employees and supervisors on HR policies state and federal laws collective bargaining agreements and college addition the position responds to inquiries resolves HR-related issues and manages sensitive personnel records ensuring confidentiality and compliance with applicable regulations. This position serves as a key resource for HR processes collaborates with HR colleagues supervisors and other departments and supports consistent accurate and equitable administration of human resources programs and services.

Benefits 30%
Serve as the primary contact for college benefit programs including health life HSA FSA COBRA and wellness initiatives.
Conduct benefit orientations for new employees and communicate open enrollment information.
Respond to benefit inquiries and assist employees with claims or coverage issues.
Organize and support benefit-related events such as open enrollment sessions and retirement plan advising.
Maintain benefit and retirement records; ensure compliance with state regulations and reporting requirements.
Serve as primary contact for retirement programs; assist employees with retirement paperwork and coordinate with plan representatives for on-site visits.
Partner with the Health Care Authority to ensure benefit eligibility for all employee groups including part-time and dual-college employees.
Process invoices and benefit transfers for employees moving between agencies or institutions.
Maintain shared leave records and coordinate the VEBA annual vote and related communications.
Collaborate with Payroll to resolve discrepancies related to deductions contributions and premiums.
Recruitment & Retention 30%
Coordinate the full recruitment process for assigned positions. Support hiring managers in completing requisitions ensuring position descriptions are current and qualifications are inclusive and appropriate.
Prepare and post job announcements advertise openings and notify the campus community.
Develop supplemental questions interview questions and scoring rubrics to assess candidate qualifications.
Screen applicants participate in interviews verify references and prepare candidate summaries for review by the Appointing Authority.
Provide guidance to hiring managers and screening committees throughout the search and selection process ensuring confidentiality and equitable practices.
Maintain and monitor AA logs and EEO data to ensure compliance with state and federal reporting requirements.
Verify and maintain I-9 documentation for all new hires in compliance with federal employment eligibility regulations.
Provide training on the NEOGOV system as needed.
Manage separation processes including resignation notices and communication with HR/Payroll and the Presidents Office.
Provide employees with information regarding benefits COBRA and retirement at separation.
Coordinate bilingual premium testing for Spanish Ukrainian and Russian. Schedule testing communicate results and process premium paperwork. Ensure coding accuracy in collaboration with the Business Office and research new language testing options as needed.
Compensation 20%
Prepare salary notices appointment letters and pay scale increment notifications for all employee groups.
Maintain accurate records and spreadsheets for classified and administrative appointments and compensation data.
Analyze and recommend position allocations in compliance with Civil Service rules and RCW 41.06.070.
Conduct allocation reviews meet with employees and supervisors and prepare final allocation decisions and supporting documentation.
Provide training and guidance to employees and supervisors regarding classification and allocation processes.
Advise employees and supervisors on employment laws civil service rules collective bargaining agreements pay benefits and related HR topics.
Employee Relations 10%
Assist the Director of HR & Equity with employee relations matters including fact-finding investigations and resolution of workplace concerns.
Maintain confidentiality and ensure compliance with applicable laws collective bargaining agreements and college policies.
Support communication and documentation related to accommodations leaves (FMLA L&I shared leave etc.) and employee status changes.
Track and maintain leave accruals vacation payoffs and benefit transfers in coordination with Payroll.
Provide guidance to employees and supervisors regarding workplace expectations conflict resolution and compliance matters.
Serve as primary support to the Director of HR & Equity on matters related to dismissal reduction-in-force and layoff; determine layoff options and prepare necessary documentation.
Data Management & Reporting 10%
Enter and maintain benefit retirement and employment data in systems such as PeopleSoft Benefits 24/7 DRS and TIAA.
Partner with Payroll to ensure accurate deductions reconciliations and adjustments.
Prepare and submit reports such as AA/EEO diversity accreditation and budget.
Support updates to the colleges organizational chart and annual reports including course catalog and commencement lists.
Ensure accurate data entry and reporting for ACA and ABBR requirements.
