Description
  • We are seeking a strategic and technically skilled and nbsp;Data Architect and nbsp;to develop and support a public health data ontology including data models business glossary data governance and interoperability standards.
  • This work will form the foundation of a cloud-based public health data domain. It will include a data model necessary for public health surveillance and analysis across multiple public health domains and lay the groundwork for an immunization registry data product.


Key Responsibilities:
  • Design and maintain and nbsp;enterprise-level data architectures and nbsp;for public health systems.
  • Work with a vendor to develop and nbsp;logical and physical data models and nbsp;for health datasets including patient encounter immunization and surveillance data.
  • Align data models with recognized and nbsp;standards and nbsp;such as SNOMED CT and LOINC.
  • Promote and nbsp;interoperability and nbsp;by implementing and profiling HL7 FHIR resources.
  • Collaborate with stakeholders including ministries vendors and public health experts to ensure data architecture meets business and clinical needs.
  • Define and enforce and nbsp;data governance privacy and security standards.
  • Support and nbsp;data integration and nbsp;across public health systems EHR EMR etc.
  • Provide technical expertise in and nbsp;cloud-based data platforms including Azure and Databricks and nbsp;and modern data exchange frameworks. Knowledge of data lakehouse and medallion architecture is necessary.


Qualifications:
  • Bachelors or Masters degree in Computer Science Health Informatics or related field.
  • 3 years and nbsp;of experience in data architecture preferably in healthcare or public health.
  • 3 years and nbsp;working with HL7 FHIR standards including resource modeling and profiling.
  • Strong understanding of public health reporting requirements and and nbsp;Canadian health data standards.
  • Experience with and nbsp;enterprise architecture frameworks and nbsp;(e.g. TOGAF Zachman).
  • Familiarity with and nbsp;cloud platforms and nbsp;(Azure AWS) and data modeling tools (e.g. Forge IG Publisher).
  • Understanding of the Personal Health Information Protection Act and health data privacy.
  • Excellent communication and stakeholder engagement skills.


Required Technical Skills:
  • Data Modeling and amp; Architecture:
  • Proficiency in designing and nbsp;conceptual logical and physical data models.
  • Experience with and nbsp;healthcare-specific data models and nbsp;(e.g. HL7 FHIR).
  • Familiarity with and nbsp;data normalization dimensional modeling and and nbsp;metadata management.
  • Interoperability and amp; Standards:
  • Deep understanding of and nbsp;HL7 FHIR including resource profiling and implementation guides.
  • Knowledge of and nbsp;Canadian health data standards: SNOMED CT LOINC
  • Experience with and nbsp;FHIR tooling and nbsp;(e.g. Forge IG Publisher ).
  • Data Integration and amp; ETL:
  • Hands-on experience with and nbsp;ETL tools and nbsp;(e.g. Informatica).
  • Ability to design and optimize and nbsp;data pipelines and nbsp;for structured and unstructured health data.
  • Familiarity with and nbsp;API-based data exchange and nbsp;and and nbsp;FHIR servers and nbsp;(e.g. HAPI FHIR).
  • Cloud and amp; Infrastructure:
  • Understanding of and nbsp;containerization and nbsp;(Docker Kubernetes) and and nbsp;CI/CD pipelines.
  • Security and amp; Governance:
  • Strong grasp of and nbsp;data privacy regulations and nbsp;(e.g. PHIPA FIPPA).
  • Familiarity with and nbsp;identity and access management and nbsp;(OAuth2 OpenID Connect SAML).
  • Experience implementing and nbsp;data governance frameworks and nbsp;and and nbsp;role-based access controls.
  • Tools and amp; Languages:
  • Proficiency in and nbsp;SQL and nbsp;Python and and nbsp;R and nbsp;for data manipulation and analysis.
  • Experience with and nbsp;data visualization tools and nbsp;(e.g. Power BI Tableau).
  • Use of and nbsp;enterprise architecture tools and nbsp;(e.g. Sparx EA ArchiMate).
