Description of Work

The North Carolina Child Support program operates in accordance with Public Law 93-647 North Carolina General Statutesand federal regulations. North Carolina Child Support Services utilizes a statewide case management and financial system known as the Automated Collection and Tracking System (ACTS). This position will work within the Systems and User Support Unit also known as the Functional Team for the North Carolina Child Support Services central office in Raleigh North Carolina. The Functional Team consists of seven Business Analysts and one Business Services Coordinator.

Job responsibilities include the following:
Provide ACTS system user support with the team which includes research and testing of ACTS the federal office Child Support Portal the North Carolina Child Support Portal and child support website
Leading or participating in requirement gathering sessions developing requirements designing new programs analyzing and modifying exiting system applications writing specifications leading and participating in system changes writing test plans and conducting testing
Support the development and testing of the data warehouse and various websites including the research and testing of web related production support call tickets and using system ticketing software
Providing application support; participating in effort planning with partners technical leads and organizational unit management
Participating in effort planning with partners technical leads and organizational unit management; conducting planning sessions with partners and the team for specific modifications and enhancements to intricate applications; status reporting
Monitoring work efforts for quality assurance and ensuring adherence to procedures
Performing performance monitoring to identify and correct avoidable production interruption
Provide guidance to team with the lifecycle of projects and modifications from functional requirements through post implementation

Background Checks are required for Child Support Services.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $64621 - $113088

Recruitment Range: $64621 - $73161

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Experience working in all aspects of the NC Child Support Program or other social service programs
  • Demonstrated skills in researching analyzing and interpreting Federal and State laws
  • Experience in systems development tools and techniques
  • Prefer experience with ACTS functionality or other public assistance program design knowledge of system requirements system design and user acceptance testing methodology for large mainframe applications and the web application
  • Knowledge and experience with Microsoft Office Suite Experience making group presentations or training

This position is funded in part through federal funds.
