SUMMARY/PURPOSE
Perform pipe or plate welding projects in the shop or in the field.

Essential Duties & Responsibilities (other duties may be assigned)

1. Be an effective team member by exhibiting self-motivation supporting other employees in handling tasks interacting effectively and respectfully with others showing a desire to contribute to the team effort accepting assignments willingly and completing tasks within agreed upon timelines.
2. Complete pipe or plate welding projects in the shop or in the field.
3. Install and verify operation of high-pressure steel gas pipe and fittings stopple or related equipment on gas lines and no blow service tees.
4. Repair and replace any damaged steel or plastic pipe.
5. Fabricate and install steel fittings on the water mains.
6. Perform all fusing of plastic pipe and fittings on high-pressure gas mains water mains and sewer mains.
7. Construct truck bumper brackets truck bed trailer hitches and cages and guards for meters and regulator stations.
8. Cut and thread pipe for water and gas service boxes.
9. Complete logs reports work orders requisitions and other records and communications as required.
10. Drive service vehicle to various locations.
11. Repair and maintain tools and equipment including backhoe diggers buckets and stabilizers.
12. Ensure compliance with all established standards and procedures for joining materials.
13. Maintain a current body of knowledge concerning products and methods for joining materials.
14. Administer performance exams in plastic pipe fusing to outside contractors.
15. Establish new standards and procedures as required.
16. Perform asbestos removal and disposal.
17. Establish welding procedures to comply with MNOPS requirements that allow the City to operate its natural gas distribution system.
18. Operate fusion equipment that is used for installing new water sewer and gas mains.
19. Conduct fusion inspection training for City staff and outside consultants as needed.
20. Facilitate testing for contractors working on City projects including training of consultants who inspect projects and training of City personnel for the purpose of inspecting work done by contractors.
21. Maintain an adequate inventory of supplies and materials for operations assigned.
22. Ensure all work is accomplished in the safest manner possible.
23. Monitor and direct work to ensure compliance with established methods guidelines standards and procedures during welding operations.
24. Instruct personnel in safe operating procedures.
25. Stay up to date on required Operator Qualifications (OQs).

Job Requirements

To perform this job successfully an individual must be able to perform each essential duty satisfactorily. The requirements listed are representative of the knowledge skills and abilities required.

Education & Experience Requirements
A. Past verifiable certification for pipe welding as prescribed by one of the applicable codes of the profession and four years of responsible field experience in welding.

License Requirements
A. Ability to acquire within six months of appointment and maintain throughout employment state certification for API 1104 pipeline welding fillet welding plastic pipe welding and electrofusing.
B. Possession of a valid Minnesota drivers license or equivalent.
C. Level 3 Asbestos Abatement operations and maintenance certification required annually.

Knowledge Requirements
A. Knowledge of the strength and welding characteristics of various metals.
B. Knowledge of safe work procedures especially as they relate to working on gas pipelines.
C. Knowledge of the tools terms and equipment used in pipeline and plate welding.
D. Knowledge of basic math including addition subtraction multiplication and division.
E. Knowledge of the City of Duluth Gas Operations & Maintenance Manual.
F. Knowledge of construction codes and federal regulations related to scope of work.
G. Knowledge of safety guidelines and requirements associated with this work.

Skill Requirements
A. Skill in reading and interpreting plans blueprints and specifications.
B. Skill in laying out and welding water and gas lines in the field and in the shop.
C. Skill in recognizing the mechanical functions of moving parts and applying such insight to welding projects.
D. Skill in fusing plastic pipes.

K. Ability to understand policy and procedure manuals.
L. Ability to work under stressful situations.
M. Ability to give clear and concise instructions regarding work assignments to crews.

Physical Ability Requirements
A. Ability to stand for long periods of time.
B. Ability to frequently stand walk stoop crouch kneel and perform other related physical activities.
C. Ability to frequently lift and carry materials and supplies such as fusing equipment welding equipment and steel pipes weighing up to 50 pounds. Ability to lift and carry with others pipe weighing up to 100 pounds.
D. Ability to work outdoors in inclement weather.
E. Ability to work in confined spaces.
F. Ability to work from ladders scaffolds or lift equipment.
G. Ability to work expanded shifts and/or be called in for emergency work with little or no advance notice.
H. Ability to transport oneself to from and around sites of projects tests and other assignments.
I. Ability to attend work on a regular basis.

Selection Process Information

Education & Experience Review (50% of scoring process; 70 pass point):
Applicants meeting the minimum qualifications will be rated on the type (relatedness) and extent of their education and experience as documented on their application and/or supplemental questionnaire.

Performance Exam (50% of scoring process; 70 pass point):
Top scoring applicants and veterans preference applicants who earn passing scores on prior exam steps will advance to the Performance Exam. Individuals moving forward will be notified regarding the date time and location of the exam. Applicants who pass all required exams will have their names placed on an eligible list for this classification.
