Job Summary
Program Manager Health & Dental Insurance
Lead high-impact operations workstreams in a major health and dental transformation project within the insurance industry. This hybrid role (Toronto or Waterloo) offers strategic program delivery process optimization and stakeholder engagement. Ideal for experienced project managers with expertise in Jira Lean and insurance operations.
What is in it for you:
Salaried: $75-80 per hour.
Incorporated Business Rate: $90-95 per hour.
10-month contract with the potential for permanent employment.
Full-time position: 37.50 hours per week.
Weekday schedule from 9 am to 5 pm.
In-office presence required from Tuesday to Thursday.
Remote work available on Mondays and Fridays.

Responsibilities:
Operational Leadership & Delivery
Drive end-to-end success of operational workstreams ensuring delivery on time within scope and on budget.
Partner with operations leads cross-functional and cross-business unit teams to maintain progress and proactively resolve challenges.
Develop and maintain integrated operational roadmaps as the single source of truth.
Process Optimization & Continuous Improvement
Identify opportunities for efficiency and implement improvements through the delivery roadmap.
Ensure workflows are documented standardized when possible and aligned with best practices.
Support operational teams through change management and business readiness.
Risk & Dependency Management
Identify operational risks develop mitigation strategies and coordinate with risk partners.
Track and communicate dependencies across teams to prevent bottlenecks.
Governance & Stakeholder Engagement
Lead operations governance forums and participate in program governance.
Deliver clear updates to senior leadership on performance risks and decisions.
Business Technology & Operational Alignment
Collaborate with Business PMO Tech PMO and Architecture to ensure solutions are scalable.
Ensure operational processes align with technology capabilities and regulatory standards.
Financial & Resource Management
Monitor budgets forecasts and resource allocations across operational workstreams.
Report on operational performance including financials progress quality and risk.
What you will need to succeed:
Bachelors degree in business administration operations management or a related field.
5 years of program or project management experience in operations or service delivery.
Experience in health dental or insurance domains is preferred.
Proven ability to manage complex multi-workstream operational programs.
Proficiency in process improvement methodologies such as Lean or Six Sigma.
Strong experience with Jira (required) and Smartsheet.
Ability to analyze data and apply frameworks for decision-making.
Excellent communication facilitation and stakeholder engagement skills.
Strong leadership skills and ability to drive adoption in a change-driven environment.
Comfortable operating in dynamic fast-paced environments with shifting priorities.
Insurance operations experience (e.g. claims processing policy management) is a significant advantage.
Experience supporting large-scale transformation initiatives.
Ability to work day-to-day with operational teams and understand their workflows.
