The Division of Administration/Office of Human Resources has a vacancy. This position may be filled in the Employee Relations unit. This job title has an assigned pay grade of AS-619.
The Division of Administration is the state governments management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the states capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricane
Minimum Qualifications
Seven years of human resources experience; OR
Six years of full-time experience in any field plus four years of human resources experience; OR
A bachelors degree plus four years of human resources experience; OR
An advanced degree in human resources business administration public administration industrial and organizational psychology organizational behavior or a Juris Doctorate plus three years of human resources experience.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP) Professional in Human Resources (PHR) or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information
Job Duties:
The incumbent of this position is part of a full service human resources office and program for a group of very complex and highly visible entities that includes the Division of Administration (DOA) the Office of the Governor the Board of Elementary and Secondary Education (BESE) University of Louisiana System Office and various Executive Department agencies. Clientele include approximately 2500 employees classified and unclassified.
Discipline
- Meets with administrators managers and supervisors to discuss employee issues such as problematic behavior attendance and performance. Advises management on appropriate corrective measures to be taken.
- Presents a recommendation which may or may not be disciplinary action for consideration by Section Head and then to the Appointing Authority.
- Ensures that Federal Law State Law and Civil Service Rules and mandates are followed in the implementation of discipline.
- Prepares all disciplinary action/pre-disciplinary action letters for the Appointing Authoritys signature.
- Trains administrators managers and supervisors in techniques to manage prevent and correct performance and behavior problems.
Federal Employment Laws
- Administers all applicable Federal Employment Laws including the FMLA the ADA and Title VII of the Civil Rights Act of 1964 for the agencies served.
- Advises administrators managers and supervisors regarding issues which are regulated by these laws.
- TITLE VII Complaints and Investigations - Investigates complaints of discrimination harassment and sexual harassment brought to any administrator manager supervisor within the DOA Office of the Governor or other client. Conducts interviews of appropriate individuals. Considers findings and recommends appropriate action to the Appointing Authority.
- Family and Medical Leave Act (FMLA) - Monitors FMLA situations within client agencies and advises administrators managers supervisors and employees regarding the FMLA and its implications.
- Americans With Disabilities Act (ADA) - Meets with administrators managers and supervisors to discuss possible ADA situations. Investigates and determines what information is required to establish the employees ADA eligibility. Advises administrators managers and supervisors on the appropriate handling of complaints requests and situations.
Performance Management
- Continuous Performance Management (CPM) - Advises supervisors on the development of effective performance expectations to facilitate performance management. Explains the process of documenting and assessing employee performance to support ratings in CPM.
- Advises management on corrective measures for substandard performance such as leave usage restrictions supervisory work plans and other strategies for improving performance before the use of disciplinary action becomes necessary.
Investigations Grievances
- Investigates claims of violence in the workplace discrimination sexual harassment and other types of harassment. Prepares a report to the Appointing Authority of the findings and makes a recommendation for appropriate action based on the findings.
- Monitors all employee grievances. Provides guidance on procedural issues regarding grievances to appointing authority management supervisors and employees.
Civil Service Appeals/Court Proceedings
- Works with legal representatives in the defense of appeals involving charges of discrimination as well as other types of charges appealable under the Civil Service Rules.
- Advises legal representative on the applicable Civil Service Rules Agency Policy and other applicable regulations.
- Testifies in appeal hearings regarding official DOA and/or personnel records Civil Service Rules agency policies and management decisions.
Training
- Researches and drafts training proposals for assigned program areas.
- Conducts training classes as needed.
- Trains administrators managers and supervisors in techniques to manage prevent and correct performance and behavior problems. Trains administrators managers and supervisors in the Federal Employment Laws.
Position-Specific Details:Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
