Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go safer faster and easier. Metrolinx is an agency of the Government of Ontario.

HRs Strategy & Optimization team is looking for a Senior HR Policy Advisor who will be accountable for the ongoing review revision and modernization of HRs full suite of policies including working with the business to develop new policies as identified. This role is accountable for liaising and supporting members of the HR Team through the cyclical revision development and launch of new/revised policies ensuring that required reviews and processes are timely and accurate. With a lens to the future the Senior HR Policy Advisory will also be responsible for spearheading policy innovation using their research and consultation skills to identify meaningful opportunities for policy improvement while focusing on increasing plain language readability application and equity diversity and inclusion across HRs policy landscape.

What will I be doing
  • Responsible for the ongoing review improvement and/or development of HR policies and refining policy strategy/processes as identified.
  • Maintains policy records and ongoing communication with policy owners to ensure reviews developments documentation and processes are followed.
  • Monitors provincial policy and program developments and identifies opportunities or gaps for potential policy revisions or additions that advance the interests of Human Resources and Metrolinx ensuring organizational core values and legislative requirements are incorporated.
  • Leverages consultation and research skills to identify recommend and implement innovative approaches to improve policy scope application and alignment with organizational values; develops a Policy Modernization Roadmap that willidentify and articulate meaningful opportunities for policy improvement
  • Develops materials as required (e.g. information notes presentations training materials etc.) in response to new policy processes implementations or revisions
  • Prepares advice for the Senior Manager HR Policy & Planning Programs and CHRO to inform with making critical business decisions providing informative and factual information that adheres to the divisional strategic goals and objectives.
  • Interacts and/or works with cross functional teams advisory committees Boards and stakeholders to progress projects and initiatives manages distribution of information provides updates and utilizes influencing skills to achieve desired outcomes.
  • Identifies assesses develops a full range of services strategies associated with achieving business plans; develops and identifies and recommends changes as required to meet strategic objectives.
  • Maintains current knowledge of best practices market trends and legal/regulatory requirements to assist in the strategic development implementation and administration of business policies and programs.
  • Support the Policy & Programs portfolio as needed to ensure the continuity success and timeliness of associated initiatives. Tasks could include supporting HR strategic planning stakeholder consultation change management and compliance efforts.
What Skills and Qualifications Do I Need
  • Completion of a degree in Public Administration Public Policy Planning Business Administration Communications or a related discipline.
  • Demonstrated progressive experience in policy development corporate coordination or research preferably within the public sector.
  • Superior written and oral communication skills to provide internal and external reports briefings memoranda and presentations as required.
  • Knowledge of Human Resources legislation (e.g. Employment Standards Act Occupational Health & Safety Act Labour Relations Act Ontario Human Rights Code etc.).
  • Active listening skills problem-solving skills and experience identifying client needs and initiating coordinating and implementing solutions in response to client issues.
  • Forward-thinking with the ability to challenge the status quo and identify net-new solutions or approaches
