About the role:
To serve as the lead officer responsible for providing strategic policy direction operational leadership and financial oversight for the Councils Community Safety Service. The postholder will work closely with the Cabinet Chief Executive and Management Board to support the delivery of the Councils priorities and desired outcomes.
As Assistant Director for Community Safety and Programmes the role will drive the strategic development and implementation of key initiatives focused on violence reduction community cohesion and public protection. The postholder will oversee a portfolio of high-impact programmes ensuring they are responsive to local needs aligned with national priorities and compliant with statutory duties.
Key Responsibilities:
Counter-Terrorism Prevent and Community Resilience LeadOversee the Councils counter-terrorism responsibilities to ensure compliance with statutory duties and delivery against national and local obligations. Shape and lead the development of the boroughs Community Cohesion & Resilience Partnership Plan embedding the Prevent Duty and Hate Crime agenda as core components of the wider community safety strategy.
Violence Reduction and Gangs DisruptionOversee the Violence Reduction Coordinator function ensuring effective partnership working with schools youth services and community organisations. Lead intelligence-led approaches to gang disruption and youth violence working closely with police education and safeguarding partners. This includes overseeing the next phase of the Gang Prevention and Disruption embedding robust intelligence analysis and problem-solving functions on behalf of the Council and the Community Safety Partnership.
Strategic Leadership Lead the development implementation and review of the boroughs approach to serious violence including chairing the Violence Reduction Partnership and delivering the Knife Crime Mission. Provide strategic oversight of the Serious Violence Duty ensuring compliance and effective multi-agency collaboration. Provide strategic leadership of the Councils multi-agency approach to tackling high-profile reputationally important issues such as gang-related crime hate crime and radicalisation.
Provide strategic oversight of the DARDR process ensuring alignment with national legislation statutory guidance and local safeguarding priorities.
Programme Commissioning and DeliveryCommission and manage targeted interventions funded by MOPAC the Violence Reduction Unit (VRU) and other external sources. Ensure programmes are evidence-based outcome-focused and deliver value for money.
Partnerships and Stakeholder EngagementBuild and maintain strong relationships with statutory voluntary and community sector partners. Represent the council at regional and national forums influencing policy and funding opportunities. To ensure that an effective strategic and operational partnership is maintained between the Community Safety Programmes Team and ASB Enforcement and Neighbourhoods colleagues within the Council.
Performance and GovernanceMonitor and evaluate programme impact reporting to senior leadership elected members and external funders. Ensure robust governance risk management and compliance across all areas of responsibility.
Qualifications and Requirements:
Educated to degree level or equivalent standard.
Post graduate qualification.
Relevant professional qualification
Strong knowledge across community safety and public protection including both operational and legislative frameworks.
Strategic awareness of local government at local regional and national levels with insight into sector-wide challenges.
In-depth understanding of legislation policy and strategy related to crime reduction and public protection.
Strong grasp of the Prevent Duty Hate Crime strategy and Serious Violence Duty.
Familiarity with MOPAC and VRU funding frameworks.
Substantial senior-level leadership experience within community safety and/or regulatory settings.
