Job Summary

Main Responsibilities 

Research analysis and drafting 

  • Support the development of research and analysis on the needs of developing countries and existing best practices in one or more of the areas of: international tax (including but not limited to transfer pricing Base Erosion and Profit Shifting (BEPS) and the Two Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy) and the role of tax in realising the sustainable development goals (SDGs).  

  • Contribute to drafting country-specific notes on the implementation status of international tax standards and on the above-mentioned topics for developing countries. 

  • Assist in the monitoring and evaluation of the support to developing countries including through statistics analysis. 

  • Undertake research and analytical work and coordinate substantives inputs from other CTPA Divisions and relevant OECD Directorates as required to prepare policy briefs background papers press releases presentations and other documents related to the work of the OECD on Tax and Development and on international taxation issues more broadly. 

  • Prepare ad-hoc technical briefs and talking points for high-level meetings demonstrating a good understanding of the policy issues the technical tax matters and the socio-economic context. 

Technical and Implementation Support 

  • Support the design planning and delivery of multilateral and bilateral outreach and technical assistance programmes for developing countries in international tax and the role of tax in realising the sustainable development goals (SDGs). 

  • Contribute to the work on tax and development including assisting with the organisation/coordination of meetings and events contributing to the drafting of publications collecting qualitative and quantitative data on tax and development issues.  

  • Support the planning and preparation of regional events including developing agendas  communication materials background documents and presentations and co-ordinating with  internal and external stakeholders. 

Liaison and communication 

  • Liaise with and work in close collaboration with developing country governments including delegates to the Inclusive Framework on BEPS delegates from national authorities academia and research institutes the private sector and other international and regional organisations. 

  • Contribute to updating relevant communication materials (e.g. flyers newsletters and web content); draft summaries minutes and follow-up notes from internal and external meetings. 

  • Support communications with other CTPA divisions and OECD directorates. 

  • Promote the OECDs work in the above areas externally through participation in meetings conferences workshops and seminars. 

  • Undertake missions in support of senior experts as required. 

Other duties 

  • Undertake other related tasks and contribute as required to the work of CTPA more broadly.


Qualifications :

Ideal Candidate profile 

Academic Background 

  • An advanced university degree or equivalent in law economics or other relevant disciplines (e.g. social sciences) preferably with a specialisation in taxation taxation policy and/or development and international cooperation. 

Professional background 

  • One to two years experience in public policy development international tax law or administration including experience working with or for governments regional bodies or international organisations. 

  • Strong analytical and excellent drafting and oral communication skills. 

  • Experience supporting policy analysis data collection drafting or research tasks. 

  • Experience in carrying out research on countrys tax systems and developing capacity-building programmes for developing countries would be an asset. 

  • A good understanding of international co-operation development issues or public finance/taxation would be an asset. 

Core Competencies

Languages  

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level. 

  • Knowledge of other languages including Arabic Spanish Portuguese Russian and Ukrainian would be an asset.

Contract Duration 

  • 18 month fixed term appointment with the possibility of renewal to a maximum of 36 months.

  •  Monthly salary starts at 5 279 EUR plus allowances based on eligibility exempt of French income tax.

Selection Process
