Description of Work

The position supports the Survey and National Register Branch in maintaining the statewide architectural survey by conducting and overseeing architectural surveys of counties and municipalities in North Carolinas 25-county western region.

Key Responsibilities include but are not limited to:
Conducting historic resource surveys in municipalities according to state and federal standards.
Engaging with local government representatives non-profit organizations property owners and other stakeholders.
Conducting survey fieldwork including research and written/photographic recordation.
Creating database records with written entries and paper survey files.
Preparing draft and final survey reports.
Evaluating the National Register eligibility of individual properties and historic districts and offering recommendations for National Register Study List designation.
Creating and conducting PowerPoint presentations on survey findings for various audiences.
Managing the architectural survey file room of the SHPOs Western Office.
Assisting the Western Office Preservation Specialist in the administration of consultant-conducted county municipal and thematic historic resource surveys including but not limited to assisting consultants with file room research and reviewing consultants draft and final survey products.

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed onthe vacancy announcement. Vacancy specific knowledge skills and abilities (KSAs) and/or management preferences are notrequired. Applicants who possess the following are preferred:

  • Working knowledge of the structure and operation of national state local and private preservation programs particularly National Register guidelines.

  • Working knowledge of North Carolina architectural history particularly vernacular architecture.

  • Ability to comprehend technical language and concepts.

  • Knowledge of mapping software.

Position/Physical Requirements

  • Must be able to work Monday Friday 8 hours per day with occasional evenings.

  • Employee must meet the Secretary of the Interiors Professional Qualification Standards for history or architectural history as specified by federal regulations (36CFR61.4(e)).

  • Must have a valid drivers license issued from within the United States or be able to obtain one within 90 days of employment.

  • Must be able to travel frequently both day and overnight trips.

This position is deemed eligible for hybrid telework under DNCRs Telework Policy.

This is a time-limited position subject to funding availability which may last up to 24 limited employees are eligible forState Benefits. Although the length of time this position will be active cannot be determined it has the potential to extend up to 3 years (36 months). Minimum Education and Experience

Some state job postings say you can qualify by an equivalent combination of education and experience. Masters degree in historic preservation planning architecture history or a closely related field from an appropriately accredited institution and three years of experience in historic preservation;

or

Bachelors degree in history planning or architectural history or a closely related field from an appropriately accredited institution and four years of experience in historic preservation; or an equivalent combination of education and experience.

Section/Unit Description

The Survey and National Register Branch of the State Historic Preservation Office (HPO) coordinates activities in three major program areas related to the preservation of historic structures in North Carolina. This includes the statewide historic building survey the National Register of Historic Places program and public information and assistance.

Division Description

As the official state agency for historic preservation in North Carolina the Historic Preservation Office (HPO) identifies protects and enhances North Carolinas historic properties and districts through a coordinated statewide program of incentives information and technical assistance for public agencies private organizations and the states citizens. Section programs include: processing nominations to the National Register of Historic Places; comprehensive architectural surveys for counties and municipalities; technical assistance for the care and treatment of historic buildings; technical assistance and training for approximately 105 local historic preservation commissions statewide; management of a federal pass-through grant program for the federal Certified Local Government (CLG) program; and environmental review of development projects that may affect historic properties and archaeological resources. It functions as the state clearinghouse for federal and state protection and incentive programs for properties that qualify for the National Register of Historic Places. The position is located in the Western Office in Asheville. Staff are also stationed in the main office in Raleigh and the Eastern Office of Archives and History in Greenville.
