The North Carolina Division of Motor Vehicles is looking for motivated and energetic people to join our team. Start an exciting new career with an organization that is on the move!
The DMV Program Accountability Auditor will travel throughout the state performing audits at our 129 Contracting License Agencies State offices On-line dealers who are online with DMV to License and Title Vehicles License and Theft Special Funds in our 7 districts and daily collection at our 113 Driver License Offices to make sure they are operating in accordance with state law standard operating procedures and contractual agreement. The auditor will work closely with the Audit Manager that is over the DMV Program Accountability Unit. Under the direction of the Audit Manager the auditor will ensure that offices adhere to the procedures and guidelines necessary to be able to perform their daily audits. Auditor will provide necessary training and guidance to these locations when needed concerning audits. Each auditor needs to be able to work independently on his/her own to be able to plan schedule and coordinate his/her audit.
The auditor must audit each office that has been designated or assigned to them in a timely manner and provide a report of such audit to the Audit Manager for the License Plate Agencies and State Registration Offices the audits consist of verifying dealer accounts for outstanding balances verifying all inventory for which the agency is accountable verifying plate turn-ins verifying State
Funds deposits and deposit certification to the state treasurers office and auditing reversal records trade in reports and no fee transactions. This auditor is also responsible for performing audits on documents sent into the Division by dealerships to ensure that proper payments are made to the Division. The auditor is responsible for auditing franchise and independent car dealers throughout the state who participate with DMV in the dealer online program on a regular basis or as deemed necessary by the Division. The audit consists of verifying all inventory assigned to the dealership and monitoring the issuance of license plates and stickers. Auditor will also be responsible to conduct Out of State audits concerning Online dealers/leasing companies once a year. Auditor must perform audits on documents sent into the Division by dealerships to ensure that proper payments are made to the Division. At License and Theft Offices the auditor audits special funds that are used in undercover/covert operations. The auditor is responsible for performing audits at our 113 Driver License offices verifying State Funds daily deposits and deposit certifications to the state treasurers office are done in a timely manner. The auditor must investigate of any alleged wrongdoing by State Employee License Plate Agent or their employees such as embezzlement or missing inventory etc. The auditor is responsible for conducting an immediate investigation and audit if a License Plate Agency or Driver License Office is robbed broken into or otherwise damaged. The auditor must prepare and submit a written report to Vehicle Services that is over License Plate Agencies and Driver Services that is over Driver License Offices with his/her findings before that agency can reopen. The auditor appears in court to testify regarding criminal investigation and to represent the Commissioner of Motor Vehicles when DMV records are subpoenaed. This may be in local district superior civil or federal court. When a new LPA is opened or relocates the auditor would need to be there to make sure all inventory is accounted for within the LPA. Auditor will sometimes be called up to Raleigh to work on special assignments/projects or to provide training to other individuals.
The program area for this position includes one or more of the following: experience in accounting or finance experience in STARS dealing with License Plate Agencies and On-line dealers SADLs dealing with Driver License Office experience in SAP dealing with License and Theft covert investigations and/or experience in examining DMV documents to determine if the correct fees have been charged.

Salary Grade and Salary Range: Salary Grade NC14 Salary Range $50633 through $88607

Management prefers applicants with the following:

  • Knowledge of accounting practices and procedures.
  • Demonstrated ability to initiate and install administrative programs and procedures and evaluate their effectiveness.
  • Demonstrated ability to exercise judgement and discretion in establishing applying and interpreting policies and procedures.

Demonstrated ability to establish and maintain effective working relationships with agency personnel officials

Minimum Education and Experience

Bachelors degree from an appropriately accredited institution and three (3) years of experience in the program related to the area of assignment; or an equivalent combination of education and experience.
