This senior-level position requires a seasoned systems engineering professional who can guide multi-disciplinary teams through the entire systems engineering lifecycle while ensuring rigorous technical rigor and compliance with federal standards. The ideal candidate will possess deep expertise in systems engineering methodologies requirements management and technical governance position requires the ability to obtain and maintain appropriate security clearances to support KTS and our government Systems Engineering Lead will serve as the principal systems engineering authority for large-scale federal programs responsible for implementing comprehensive systems engineering processes and ensuring technical excellence across all program phases. This role demands both strategic leadership and hands-on technical expertise to guide complex system development efforts from concept through deployment and Functions Responsibilities & Duties may include but are not limited to:Lead the implementation and execution of systems engineering processes across the full system lifecycle using V-Model and Agile methodologiesEstablish and maintain the systems engineering management plan (SEMP) and associated technical processesDirect requirements analysis definition decomposition allocation and traceability activities across all system levelsManage comprehensive requirements traceability from statutory mandates (such as Title 13) through high-level requirements down to code-level implementationChair and facilitate Technical Review Boards (TRB) to evaluate technical approaches design decisions and system changesLead Configuration Control Board (CCB) activities ensuring proper evaluation and approval of all system baseline changesOversee system architecture development and ensure alignment with enterprise architecture frameworks and federal standardsConduct and coordinate formal technical reviews including System Requirements Reviews (SRR) Preliminary Design Reviews (PDR) Critical Design Reviews (CDR) and Test Readiness Reviews (TRR)Develop and maintain system specifications interface control documents (ICD) and other technical baseline documentationLead trade studies and technical analyses to evaluate alternative solutions and support decision-makingEstablish and monitor technical performance measures (TPM) and key performance indicators (KPI)Coordinate verification and validation activities across integrated test environmentsGuide the development of concept of operations (CONOPS) and operational scenariosInterface with government technical authorities independent verification and validation (IV&V) teams and other stakeholdersMentor and develop systems engineering team members promoting best practices and professional growthEnsure compliance with federal systems engineering standards including ISO/IEC/IEEE 15288 and INCOSE systems engineering principlesManage technical risk identification analysis and mitigation activitiesCoordinate with enterprise architects software development teams and infrastructure teams to ensure integrated system developmentSupport proposal development by defining technical approaches and systems engineering strategiesDevelop and maintain the requirements management strategy and tools infrastructureFacilitate interface management across multiple system boundaries and external dependenciesEducation and Experience:Required:Bachelors degree in Systems Engineering Computer Science Engineering Mathematics or related technical field from an accredited university12 years of progressive experience in Systems Engineering across the complete system lifecycleExtensive experience with both V-Model (traditional) and Agile systems engineering approachesDemonstrated experience managing Technical Review Boards (TRB) and Configuration Control Boards (CCB)Proven track record tracing requirements from statutory or regulatory mandates (such as Title 13 U.S. Code) down to code-level implementationExperience leading systems engineering activities on complex federal government programsActive or ability to obtain a Public Trust ClearanceRequired Skills and Competencies:Expert knowledge of systems engineering lifecycle processes and methodologies (V-Model Spiral Agile SE)Demonstrated experience managing Technical Review Boards (TRB) and Configuration Control Boards (CCB) with formal change control processesAdvanced proficiency in requirements management and traceability from statutory/regulatory requirements through design and implementationStrong understanding of requirements engineering principles including elicitation analysis specification validation and verificationExperience with requirements management tools (DOORS Jama Connect Azure DevOps or similar)Deep knowledge of system architecture development and documentation practicesExpertise in verification and validation planning and executionStrong understanding of interface management and system integration principlesKnowledge of configuration management and baseline control processesProficiency in technical risk management methodologiesExperience developing and reviewing technical specifications interface control documents and system design documentsUnderstanding of test and evaluation processes including integration testing system testing and acceptance testingFamiliarity with model-based systems engineering (MBSE) concepts and tools (SysML Cameo MagicDraw or similar)Strong knowledge of federal systems
