Job Summary
The Buyer is responsible for procuring essential goods and services with the best possible cost quality and delivery time. The Buyer reviews and analyzes procurement requests for complex materials services and supplies. The Buyer designs plans and executes the most effective procurement consistent with MBTA policies and when applicable Federal Transportation Administration regulations.
Duties & Responsibilities
- Design and manage the procurement process from requisition to delivery ensuring compliance in accordance with MBTA procurement policies and procedures and when applicable FTA regulations.
- Prepare bid documents and conduct sealed bids including all required MBTA and FTA certifications and forms using multiple bidding platforms and proper UNSPSC and NAICS codes. Lead Bidders Conferences when necessary.
- Review and analyze bids received for compliance with requirements tabulate bids received and assist stakeholder departments in the review and approval process.
- Address inconsistencies with bids and negotiate pricing and terms.
- Prepare cost and price analysis and/or single bid justifications to assist in the technical and financial evaluation of bids to determine vendor selection and fairness of price.
- Draft supplier contracts amendments and change orders in accordance with MBTA legal standards and coordinate the approval process consistent with the MBTAs Delegation of Authority.
- Review and approve Sole Source Justifications when applicable.
- Partner with Stakeholders across functions to advance procurement activities.
- Develop complete procurement documentation for contracts bids and purchase orders including all MBTA and where applicable FTA requirements.
- Source goods and services with Massachusetts state contracts and MBTA-approve consortium agreements when applicable.
- Respond to each inquiry whether from a supplier or co-worker in a timely professional and courteous manner.
- Approve purchase orders up to $5000 value.
- Perform related duties and projects as assigned.
Minimum Requirements & Qualifications
- Bachelors degree from an accredited institution in Supply Chain Management Business Administration Finance or a related field.
- Three years (3) of experience in purchasing or procurement of goods or services or a related financial role.
- Ability to work independently and manage multiple multi-million-dollar projects simultaneously.
- Proficiency with Microsoft Office software including Word and Excel familiarity with financial systems purchasing applications and/or web-based hosted procurement software.
- Demonstrated ability to interact effectively with senior leadership of internal departments suppliers and others involved in the procurement process.
- Experience in vendor management and supplier relationship management.
- Excellent communication skills customer service conflict resolution and presentation skills.

- Bachelors degree from an accredited institution in Supply Chain Management Business Administration or a related field.

- A high school diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
