Job Summary

Position Information:
The New York State Department of Agriculture and Markets is seeking an Auditor 1 or Trainee to work in Albany. The Auditor 1 or Trainee will be responsible for providing general audit support to the Division of Agricultural Development by reviewing applications and conducting audits of the Farm Employer Overtime Tax Credit Program. This position will ensure compliance with statutory requirements program guidelines and eligibility criteria and will maintain the integrity of the tax credit mid-year advance and year-end claims. Specific duties and responsibilities include but are not limited to:
  • General Division Support
  • Assist with audits and reviews for Division programs. This includes but is not limited to audit planning and preparation conducting audits data analysis and verification reporting and documentation compliance and advisory program improvement and communication/collaboration.
  • Assist with the claims review process and claims tracking.
  • Audit Planning and Preparation
  • Develop and implement Standard Operating Procedures/audit plans tailored to the Farm Employer Overtime Tax Credit Program.
  • Review relevant documentation and historical data to understand the scope of audits.
  • Conducting Audits
  • Perform thorough audits of farm employer records to verify compliance with program requirements.
  • Examine payroll records timekeeping systems labor contracts and related documents to ensure accuracy in overtime payments and tax credit claims.
  • Identify and report discrepancies or non-compliance issues.
  • Data Analysis and Verification
  • Analyze complex data sets relating to employee overtime and tax credits.
  • Cross-check data from multiple sources to verify eligibility and accuracy of claims.
  • Reporting and Documentation
  • Prepare detailed reports outlining audit findings conclusions and recommendations for corrective actions.
  • Document the audit processes and maintain comprehensive records of audit activities and outcomes.
  • Compliance and Advisory
  • Provide guidance to farm employers and/or their designated representatives regarding program requirements and best practices for compliance.
  • Assist in developing training materials and informational resources to enhance understanding among stakeholders.
  • Program Improvement
  • Identify areas for improvement within the audit process and program structure.
  • Recommend policy and procedure changes to enhance program efficiency and effectiveness.
  • Communication and Collaboration
  • Collaborate with other divisions and agencies to ensure a coordinated approach to program audits.
  • Communicate findings effectively to management stakeholders and external partners.

  • Stay informed about changes in relevant laws and regulations affecting the program.
  • Participate in professional development opportunities to enhance auditing skills and knowledge.
The Auditor 1 or Trainee is a full-time position working 37.5 hours per week Monday-Friday. The position will be based in our Albany office located at 10B Airline Dr. Albany NY 12235. Opportunities for telecommuting are available in accordance with the agencys Telecommuting Program Guidelines.
Salary:
The starting salary for the Auditor Trainee 1 is $53764/ year and the hiring salary for the PEF salary grade (SG) 14. This position requires the completion of a two-year traineeship. After successful completion of the first year of the traineeship the appointee will advance without further examination to the Trainee 2 level SG-16 (starting salary of $59994). Completion of the second year of the traineeship will result in permanent advancement to the Auditor 1 SG-18 (starting salary of $66951) without further examination. The full title Auditor 1 position is in the PEF Salary Grade (SG) 18. The starting salary of the PEF SG-18 is $66951/year.

The candidate appointed at the Auditor 1 SG-18 level will be eligible to participate in the New York State Performance Evaluation Program. Through this program employees receive yearly performance evaluations. Performance advances are payable to PEF employees whose base annual salary is below the job rate for their current position and who were rated Satisfactory or its equivalent on their yearly performance evaluation. Performance advance payments are added to an employees annual salary. Over time yearly performance advances may lead to the SG-18 job rate salary of $85138/ year!

NY HELPS Minimum Qualifications:
NY HELPS Qualifications: a bachelors degree in accounting auditing or taxation or a bachelors degree with 24 semester credit hours in accounting auditing or taxation courses.
Degree Substitution for Advanced Placement:A masters or higher degree in accounting auditing or taxation will substitute for one year of the required professional experience.
NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program this title may be filled via a non-competitive appointment which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment) it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title employees may take part in any promotion examination for which they are qualified.
Alternate Minimum Qualifications:
You may also be eligible for appointment to this position if you meet any of the following minimum qualifications.
Reassignment Qualifications: You must be a current Department of Agriculture and Markets employee and have one year of permanent contingent-permanent or 55 b/c service as an Auditor Trainee 1 NS Auditor Trainee 2 NS and Auditor 1 G-18; if you have less than one year you must be reachable on the current eligible list for this location if one exists.
70.1 Transfer Qualifications to Auditor Trainee 1 NS: Applicants may be appointed to this position permanently if they have: one year of permanent competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law. Such titles include but are not limited to: Accountant Aide G-13 Budgeting Analyst Trainee 1 NS and Financial Services Examiner Trainee 1 G-14.
70.1 Transfer Qualifications to Auditor Trainee 2 NS: Applicants may be appointed to this position permanently if they have: one year of permanent competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law. Such titles include but are not limited to: Auditor Trainee 2 Tax G-16 Senior Budgeting Analyst G-18 and State Program Examiner Trainee 2 Fiscal NS.
70.1 Transfer Qualifications to Auditor 1 G-18: Applicants may be appointed to this position permanently if they have: one year of permanent competitive service in a title designated as appropriate for transfer under Section 70.1 of the Civil Service Law. Such titles include but are not limited to: Auditor 1 Tax G-18 Internal Auditor 1 G-18 and Senior Accountant G-18.
Note that some titles may need to meet the special requirements in addition to time in title.
AND
Either 1.A bachelors or higher degree in accounting auditing or taxation;OR
2.A bachelors or higher degree with 24 semester credit hours in accounting auditing or taxation courses; AND
Received a passing score on the most recent Auditor Trainee 1 examination.
Note that courses such as business law economics statistics and most finance courses although taken as part of an accounting curriculum cannot be counted toward the 24 semester credit hours.
Reinstatement Under Rule 5.4:Applicants may be appointed to this position permanently if they were previous permanent New York State employees who resigned their positions may be reinstated to their former positions or to positions to which they were eligible for transfer or reassignment without further examination. Employees separated from their positions may be reinstated within one year of the date of their separation. Employees separated from their positions who have also been separated from state service for more than one year may be reinstated upon approval by the state Civil Service Commission.
55-b/c Qualifications: Applicants may be appointed to this position permanently if they meet these qualifications: Either 1.A bachelors or higher degree in accounting auditing or taxation;OR
2.A bachelors or higher degree with 24 semester credit hours in accounting auditing or taxation courses.

Travel Requirements:
This position may require up to 10% travel.
