The County of Riversides Housing and Workforce Solutions (HWS) is seeking a Contracts and Grants Analyst (Companion)for the Office of Homeless Services (OHS) division for the Riverside location.
This position is currently a full-time companion position with benefits. It is expected that this position will become a full-time regular position in February 2026. This companion position has been opened to allow proper training time before the current Contracts and Grants Analyst vacates the position. The Contracts and Grants Analyst will play a key role in supporting the development execution and monitoring of agreements and contracts for housing and homeless services programs. The incumbent will be responsible for drafting and monitoring service capital and other housing agreements and amendments (including scope of work contract parameters operational workflows etc.) conducting research for funding sources supporting Requests for Proposals (RFPs) drafting Form 11s and routing them through completion assisting in drafting bids and other procurement tasks consulting on budgetary items and ensuring vendor compliance with state and federal guidelines. This position will require driving throughout Riverside County to conduct site visits at vendor locations attend training and collect wet signatures for agreements.
The most competitive candidates will have previous experience in development and with managing agreements/contracts knowledge of federal and state programs guidelines and compliance strong written skills and proficiency with Microsoft Office Suite and Adobe. Additionally previous experience with housing and homeless grants and programs as well as experience in procurement is highly preferred.
Meet the Team! Manage and administer departmental contract operations including procurement and services planning financing evaluation of proposals and negotiation of contract terms and conditions; recommend a wide range of awards; conduct contract negotiations and renewals.
Represent the County and the department by acting as a liaison between the department and contractors/service providers to ensure that contracts and grants satisfy all legal and liability considerations.
Compete for or solicit funding from federal state or other sources; provide technical assistance to department managers and to contract agencies; write grant proposals and applications; monitor grant implementation for budgetary and operating compliance to grant stipulations.
Formulate and revise departmental policy and procedure on contracting; ensure fiscal compliance of all contracts and grants; ensure compliance with appropriate federal state and County regulations.
Review and monitor all service and revenue contracts; review purchase orders for expenditures.
Coordinate all initial and follow-up contract site visits; advise contractors of appropriate compliance in regard to contracts and grants; ensure that contractors maintain current valid business licenses and sufficient insurance coverage.
Monitor the development of and provide guidance to the department for all requests for proposals (RFPs) for new programs; write grants proposals and narrative and statistical reports.
Serve as mediator between private industry and the department; assure that department managers perform contractor evaluations as required by County policy.
Prepare and/or review Board Letters (Form 11s) and related supplemental paperwork in support of contracts for the Board of Supervisors; prepare analytical reports correspondence and memoranda; distribute and/or deliver such documents to appropriate managers and Department Heads for approval and signature.
Prepare budget requests for assigned staff and programs; supervise and train subordinates as required.
Education: Graduation from an accredited college or university with a bachelors degree in business or public administration or a closely related field. (Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units.)
Experience: Three years of preparing and processing state or federal contracts purchases of service contracts processing or preparing grant applications conducting competitive bids formulating policy and procedures and negotiating contracts with private industry.
Knowledge of: Grant proposal writing application and monitoring techniques and policies and procedures; contract preparation and negotiation techniques; proper contract format; legal language used in contracts; governmental regulations regarding contracted services and competitive bidding process; county state and federal government general administrative structures and processes; principles of business and public administration; accounting and budgetary controls basic analysis and research techniques; computer applications pertaining to procurement and business requirements; principles and practices of management and supervision.
Ability to: Write clearly and accurately to identify and describe technical procedures service delivery methodology and billing procedures; read understand interpret and apply provisions of federal state and local legislation and regulations pertinent to contractual agreements for services; use communication skills and techniques required for contract negotiations; analyze and evaluate contracts budgets grant proposals government grants and contractors performance/compliance; problem solving and resolving differences between contractors and the department; ability to direct and supervise the work of others; monitor contract services and assure quality.
