General Description of Duties

Performs responsible administrative and clerical work of a legal nature in the Office of the Register of Deeds. This position assists the public with requests for vital records including marriage licenses certified birth marriage and death certificates and military discharge records. The role also involves greeting and assisting visitors helping individuals locate documents processing fees and balancing the daily cash drawer.

Additional responsibilities include recording scanning and indexing vital records administering Notary Public oaths and recording land record documents as needed. Accuracy sound judgment and a strong working knowledge of North Carolina General Statutes related to the Register of Deeds are essential. The position requires professionalism tact and courtesy when interacting with the public. Work is performed under the supervision of the Register of Deeds and is evaluated through daily observation discussion and accuracy of completed tasks.


Essential Duties and Tasks:

Provide customer service by phone and in person; assist attorneys paralegals genealogists and the public in locating documents; prepare copies; respond to mail requests; and guide customers in using office equipment and hard-copy records.

Issue vital records including marriage licenses certified birth death and marriage certificates military discharges legitimization documents and more; verify eligibility; file birth and death records; process amendments; prepare delayed birth certificates; and process out-of-county death listings.

Record scan and index documents including all vital records and as needed land records financing statements and other legal instruments; ensure digital images are accessible and usable.

Issue licenses and certificates collect and receipt fees maintain accurate financial records balance the cash drawer and prepare deposits.

Administer Notary Public oaths issue certificates collect fees and notify the Secretary of State.

Provide administrative support including maintaining records and preparing reports for the Register of Deeds.


Additional Job Duties

Cross-train with staff to provide backup support for all office functions.

Performs related duties as assigned.

Knowledge Skills and Abilities:

Knowledge of legal document recording and indexing requirements under North Carolina General Statutes.

Understanding of legal document types terminology and office procedures.

Proficiency with office technology software and equipment used in the Register of Deeds Office.

Knowledge of real estate and vital records laws relevant to the offices responsibilities.

Skill in accurate data entry typing and operation of office machines.

Strong communication skills in both oral and written form.

Ability to work accurately with data follow procedures and maintain legible records.

Ability to interact professionally with the public exercising tact courtesy and firmness when needed.

Ability to maintain effective working relationships with supervisors coworkers legal professionals government agencies lending institutions and the public.

Requirements

Physical Requirements

This position requires the ability to perform light physical work including standing walking reaching lifting up to 20 pounds and repetitive motions. Visual acuity is required for working with documents data entry and research.


Minimum Training and Experience

Minimum qualifications include an associate degree in Business Administration or a related field along with experience in a Register of Deeds Office or a similar public-facing records-focused environment. An equivalent combination of education and experience will also be considered.


Special Requirements

Candidates must be able to obtain Register of Deeds certification within the timeframe established by the Register of Deeds and must attend required workshops throughout the state.
