The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.

Salary Range: $78579 - $153228

This position is assigned to the Statewide Accounting Division (SA) and is a member of the professional team that provides timely reliable consistent and complete financial reports from the North Carolina Financial System (NCFS) for central managers and agency management purposes. This position reports to the Deputy State Controller in Statewide Accounting. The SA is responsible for the day-to-day accounting policy and procedural control of agencies operating within the NCFS environment. The Division also researches technical accounting standards and incorporates these standards into financial reporting on the State entity and provides daily monthly quarterly and annual reporting on the financial condition and results of operations of the State entity.

This position manages a professional accounting staff of ten State Controller Financial Specialists within the Statewide Accounting Divisions Accounting and Financial Reporting section (SAD AFR). This position applies in-depth knowledge skills and abilities of governmental accounting through management oversight and leadership for the statewide implementation and research activity related to governmental accounting standards new legislation and related North Carolina Financial System (NCFS) accounting changes. It will provide significant leadership in respect to the initial discovery of statewide governmental accounting issues and other general accepted accounting principles with continued leadership through to the issues final resolution or other disposition. This management position will represent the State Controller and/or the office in a variety of financial related forums to include implementation committees conferences and statewide certified continuing professional education training opportunities and will interact on a regular basis to provide detailed financial analysis with the General Assembly fiscal staff as well as other statewide central management agencies.


This management position will be responsible for:

Coordination and management of the North Carolina Financial System (NCFS) for changes to the States operating environment in relationship to accounting standards and principles
Management oversight for due diligence activity related to full disclosure (SEC) and the States debt activities
Consultation and advisement to the Office of the State Controller (OSC) upper management and agency fiscal staff related to accounting and reporting issues and solutions
Management oversight of development and training for agency fiscal staff related to accounting and financial reporting for the State of North Carolina
Management and leadership of SAD AFR staff
Development and documentation of statewide financial reporting policies and procedures
Management oversight of the review of State agency financial reports for compliance with OSC reporting policies and procedures
Compilation of financial statements and note disclosures included in the States Annual Comprehensive Financial Report (ACFR) and the development and production of interim annual and special reports.

Knowledge Skills and Abilities/Management Preferences

Candidates must have:

  • Demonstrated skills to manage the interpretation andimplementationof Generally Accepted Accounting Principles (GAAP) Governmental Accounting Standards (GASB); state and federal laws related to financial reporting in the state government environment
  • Demonstrated ability to manage the development and/or implementation of accounting policy changes
  • Demonstrated ability to manage the development of accounting/financial training and education needs
  • Demonstrated leadership skills related to managing projects within established guidelines and standards
  • Demonstrated skills in the evaluation of internal control systems and recommend improvements
  • Demonstrated skills to manage accounting professionals

Preference will be given to applicants who are Certified Public Accountants.

Minimum Education and Experience

Bachelors degree in accounting or a degree in finance business administration or management information systems or a related discipline with 18 credit hours of accounting coursework and five years of professional accounting or business systems experience of which at least two are supervisory; or an equivalent combination of training and experience. Some positions may require additional credit hours of accounting coursework. All degrees must be received from appropriately accredited institutions.
