The Deputy Commissioner for Administration under the executive direction of the Commissioner and Chief of Staff with wide latitude for the exercise of independent action and decision making will be responsible for providing direct oversight and coordination between the Office of Information Technology Financial Operations Procurement Unit Facilities Management Fleet Operations Salvage Operations Human Resources and Labor Relations in support of agency wide initiatives. Additionally this position will work closely with senior level staff at the Office of Management Budget Mayors Office of Contracts Office of the Mayor Office of Labor Relations and DCAS in furtherance of the Agencys interests and implementing the Commissioners goals.
The Deputy Commissioners responsibilities will include but are not limited to the following:
- Advises the Commissioner and other Executive Team members in the development and implementation of administrative policies and procedures ensuring the integrity of all City systems while furthering the interests of the Department.
- Oversees the planning operations analysis and implementation of information services technology for the agency and ensures that all information services applications are in compliance with the standards established by the Mayors Office and DOITT. Reviews the agencys information technology operations and timelines. Guides and makes recommendations to directorates where appropriate for improving productivity measuring performance and reducing operating expenses through IT initiatives. A significant task will be working with a Chief Information Officer in improving the agencys management information system or creating/purchasing a new one.
- Provides leadership and direction in the formulation development and execution of the entire budget process. Reviews agency submissions to the Office of Management and Budget as prescribed by the City Charter. Directs the fulfillment of all requirements of the budget preparation adoption modification and administration process. With supervisee Assistant Commissioner of Financial Operations interfaces and negotiates the adoption of the agencys budget with the Mayors Office Office of Management and Budget (OMB) City Council as well as other city state and federal oversight agencies.
- Serves as the Chief Administrative Officer for the agency. With the Assistant Commissioner of Human Resources and Labor Relations enforces and oversees the overall administration of all agency-wide personnel programs including recruitment appointments compensation time and leave administration disciplinary review procedures labor relations and benefits programs for a Probation workforce of approximately 1060 comprised of managers multi-disciplined professionals technical personnel and clerical support staff.
- Directs staff in the coordination of maintenance issues in all DoP occupied facilities space acquisitions and lease management preparation of space needs surveys fleet administration reproduction and mail services the storage of records as well as salvage operations. Ensures that all actions taken with respect to these functions are in accordance with all federal state and city environmental rules and regulations. Where necessary advises executive management staff on appropriate measures to correct conditions.
- Provides along with DoPs the Agency Chief Contracting Officer guidance to managers responsible for the preparation and implementation of contracts and small procurements to provide agency goods and services. Ensures that all matters pertaining to the acquisition of procurement are handled in accordance with the City Charter Procurement Policy Board Rules and other relevant policies. Ensures that appropriate oversight review is sought from MOC/Comptrollers Office and other required oversight entities. Advises and confers with management staff to discuss contractual needs and authorizes the initiation of contracts and the disbursement of funds to provide such services.

Qualifications :
A baccalaureate degree from an accredited college and four years of full-time experience in a governmental agency business firm civic or educational institution directing or assisting in the direction of one or more major areas of administration (such as budget personnel purchasing) in a large organization or organizational segment or conducting related complex management studies and analyses or performing an appropriate combination of these duties 18 months of which must have been in an administrative managerial executive consultative or supervisory capacity; or
A satisfactory equivalent combination of education and experience. However all
candidates must possess the 18 months experience in an administrative managerial executive consultative or supervisory capacity as described in 1 above.
