Job Summary

Key Responsibilities:

  • Lead OPS TB/MB20 Business Case development: Define problem statement objectives options analysis cost-benefit analysis risks assumptions and benefits realization plan.
  • Prepare Board-ready artifacts: Business Case executive summary briefing notes slide deck and decision requests.
  • Coordinate and present materials: Cabinet submissions briefing notes and complex issue analyses for Senior Management.
  • Facilitate reviews and sign-offs: Engage Executive Sponsor I&IT leadership Finance Procurement Privacy/Security and Legal.
  • Ensure alignment: Adhere to Ontario Public Service (OPS) Unified Project Management Methodology (UPM) Enterprise Architecture and Gating processes.
  • Stakeholder engagement: Conduct workshops interviews and walkthroughs with business stakeholders and I&IT Subject Matter Experts (SMEs).
  • Perform fit/gap analysis: Collaborate with I&IT Architecture for integration data security privacy and accessibility considerations.
  • Support procurement readiness: Work closely with Procurement to outline readiness activities.
  • Ensure compliance: Meet Accessibility for Ontarians with Disabilities Act (AODA) privacy information management and security standards.
  • Maintain traceability: Link needs to requirements recommended solutions and benefits.


Requirements

Experience and Skill Set Requirements:

Must Have:

  • Proven experience leading complex Business Cases and Board submissions for solution acquisition including coordinating Cabinet submissions.
  • Expertise in preparing reports options papers briefing materials and delivering presentations to senior management and stakeholder groups.
  • Proficiency in elicitation and documentation techniques (Joint Application Development (JAD) interviews surveys mock-ups user stories/use cases).
  • Strong financial modeling skills (Total Cost of Ownership (TCO) cost-benefit Return on Investment (ROI)).
  • Ability to articulate benefits realization plans and risk mitigation strategies.


Skill Set Requirements:

Business Case & Board Submission:

  • Proven experience leading complex Business Cases and Board submissions for solution acquisition including coordinating Cabinet submissions.
  • Expertise in preparing reports options papers briefing materials and delivering presentations to senior management and stakeholder groups.
  • Strong financial modeling skills (Total Cost of Ownership (TCO) cost-benefit Return on Investment (ROI)).
  • Ability to articulate benefits realization plans and risk mitigation strategies.


Stakeholder Engagement & Governance:

  • Demonstrated ability to coordinate across Business I&IT Finance Procurement Privacy/Security and Legal.
  • Skilled in facilitating workshops and building consensus.
  • Familiarity with UPMM Enterprise Architecture and Gating processes.
  • Excellent communication and executive-level presentation skills.


General BA Skills:

  • Ability to lead and conduct business analysis at appropriate levels of detail.
  • Proficiency in elicitation and documentation techniques (Joint Application Development (JAD) interviews surveys mock-ups user stories/use cases).
  • Experience in business process mapping data/process flow modeling and conceptual/logical data modeling.
  • Development of traceability matrices and performance measures.
  • Strong research analytical and quantitative/qualitative skills including impact modeling capital planning and financial impact analysis.
  • Skilled in preparing Minister/Deputy Minister briefings proposals and submissions.


Desirable Skills:

  • Knowledge of AODA Freedom of Information and Protection of Privacy Act (FIPPA) and information management principles.
  • Experience supporting procurement readiness.
  • Exposure to change management and benefits tracking.
  • Awareness of emerging I&IT trends and integration patterns.
