Public Works - Water and Wastewater Engineering Services

Status: Regular Full Time

Salary Range: Non Union Band L; $147496 per annum -$184370 per annum(plus comprehensive benefits where applicable)

Hiring Range: $147 496 per annum -$165933 per annum

Work Mode: Hybrid; 2 on-site days per week which can increase based on operational needs*see below for more details about this work mode.

Who we are:The Water and Wastewater Divisional focus is to ensure the Region of Peel community is provided with a safe and reliable drinking water supply wastewater is efficiently collected and properly treated and both the environment and long-term fiscal processes are sustainable.

Water and Wastewater Divisions provide services to approximately 2 million residents and businesses in the Region of Peel parts of York Region and the City of Toronto. Compliance is ensured with various Regulations including Safe Drinking Water Act Sustainable Water and Sewage Systems Act and the Environmental Protection Act. Water and Wastewater Divisions operate in accordance with Environmental Compliance Approvals (ECAs) as issued by the Ministry of the Environment Conservation and Parks (MECP).

Reporting to: Director Water and Wastewater Engineering Services

What you will do in this role:

  • Works within a formal matrix management structure with the Water and Wastewater engineering technical staff to ensure the overall success of water and wastewater capital programs in delivering Regional infrastructure in accordance with legislative compliance.
  • Liaise with every level of government including local municipalities Utilities Suppliers and OEMS the development industry the private sector public stakeholders and political leaders.
  • Lead corporate large scale and departmental projects and initiatives involving the planning delivery design and construction of Regional infrastructure; acting as the Regions representative on federal and provincial committees; developing standards and conducting detailed industry best practice reviews collaborating in a team environment showing leadership to address complex issues.
  • Provides expert engineering oversight on complex water and wastewater strategic initiatives special projects and related capital projects associated with broader activities within Public Works including the identification evaluation analysis and assessment of proposals and tenders.
  • Acts as the subject matter expert in contributing to the preparation of Agreements to meet the Region of Peel purchasing and financial by-law requirements inquiries and related revenue and securities.
  • Leads Strategic Initiatives Standards for capital program areas Specification development Rate and Financial programs and projects DC capital projects and master planning reviews ensuring that all development-related issues have been adequately addressed and that the necessary infrastructure is in place while protecting the public interest through an engineering lens.
  • Develops and administers operating and capital budgets approves major financial transactions
  • Evaluates existing user fees and workload trends to ensure adequate fees are applied for services provided (i.e. full cost recovery).
  • Assess capital and other related impacts including development trends and forecasts provincial growth targets on impact to long term operating costs and service delivery.
  • Plans evaluates and recommends new infrastructure for compliance with Regional standards and specifications its suitability for construction and assumption by the Region.
  • Reviews and approves remediation plans for defective infrastructure.
  • Provides expert judgement to ensure conformity with Region standards specification and design criteria Ministry of Environment Conservation and Parks regulations and legislation.
  • Coordinates projects and programs which require collaboration with a variety of internal resources. Persuades and influences others in order to meet project program or event objectives and deadlines.
  • Reviews and makes recommendations concerning revisions/enhancements to existing engineering design standards in order to ensure compliance with evolving legislation and requirements (eg. Safe Drinking Water Act Requirements vibration testing contaminated fill excess soils Ministry of Labour law Health and Safety management systems other Quality and Environmental Management systems) and manage the Regions associated risks/liabilities.
  • Defines project objectives scope of work proposed stages and schedules for development and DC capital projects (Water Wastewater and Roads) Development and Connections in partnership with other sections (e.g. Finance Legal Water Wastewater Operations Support).
  • Attends Public Meetings to present the Regions position to the public local municipalities and Regional Council members and respond to issues and queries raised by Council.
  • Ability to act as expert witness for applicable legal and/or other related matters.

What the role requires:

  • A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).

  • University degree in Civil Engineering and a Professional Engineering designation (P. Eng.) or equivalent experience in related water and wastewater field combined with a minimum of ten (10) years progressively responsible experience in project management

  • 5 years of progressive supervisory/management and leadership experience in an engineering position.

  • Strong technical knowledge of water wastewater and roads infrastructure and related functions.

  • Advanced project management and organizational skills including strong knowledge and understanding of Planning and Municipal Engineering design principles and best practices including Public Works issues services and processes.

  • In-depth knowledge of water sewer road design concepts as well as a solid understanding of municipal engineering infrastructure construction principles processes and regulations including knowledge of applicable legislations regulations and standards.

  • Expert knowledge and understanding of legislation the Safe Water Drinking Act and the Ontario Building Code Provincial planning policies water wastewater regional roads infrastructure and related functions

  • Possess working knowledge of storm water management techniques and best engineering practices.

  • Ability to read and produce maps/diagrams as well as provide direction to create new maps or diagrams.

  • Combination of education and experience may be considered

Skills/Abilities:

  • Collaboration skills to work with other Regional departments and approval agencies (Public Utility Coordinating Committee Ministry of Environment Conservation and Parks Ministry of Natural Resources and Forestry Local Municipalities).
  • Proven ability to handle conflict including outstanding problem-solving abilities and strong ability to respond with tact and diplomacy. Possess the ability to articulate a vision to inspire motivate and lead staff.

  • Highly developed skills in leadership; managing change; communicating effectively with a variety of audiences; dealing with people; inspiring and engaging employees; earning the trust confidence and cooperation of partners and stakeholders; consensus building; negotiating; advocacy; influencing others; diplomacy; project management

  • Proven ability to work in a multi-disciplinary team environment.

  • Superior analytical and problem-solving skills (involving multi-stakeholder interests).

  • Advanced Project Management Skills.

  • Superior Report Writing Skills (to prepare reports for Regional Council or similar bodies).

  • Excellent communication negotiation and conflict resolution skills in order to provide strategic advice to senior management clients and professionals (politicians lawyers engineers planners consultants and developers) on development engineering issues.

Work Mode & Job Location:

In this role youll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
