Background Information

Must haves:

Minimum 8 years business analysis experience working in electronic health-related projects including at least 2 years on clinical and patient viewer/portal implementation projects

Experience with and knowledge of Project Management concepts (e.g. project goals risk scope participant roles planning and quality management)

Excellent communication skills both verbal and written and strong stakeholder engagement skills

Minimum 8 years Experience working in a clinical setting working and collaborating with a wide range of healthcare professionals and nbsp; and nbsp;

Responsibilities:

Provides a comprehensive range of I and amp;IT business analysis services for clients with diverse business and technological needs.

Interacts with the business stakeholders and subject matter experts in order to understand their requirements through gathering documenting and analyzing business needs and requirements.

Prepares and advises on business analysis policies processes best practices and standards to promote a comprehensive and consistent business analysis practice within the organization.

Leads and conducts business analysis in order to assess clients business problems/opportunities and documents the business requirements in such a way that I and amp;IT solutions can be determined

Applies re-engineering concepts to promote business improvements through alternative and cost effective service delivery approaches

Leads and conducts business analysis at varying levels of detail appropriate to the project and phases of project aligning with OPS Unified Project Management Methodology Enterprise Architecture and Gating Process and OPS Standard Systems Development Methodologies

Develops strategies prepares business cases and cost-benefit analysis and conducts feasibility studies for business I and amp;IT initiatives

Develops sound processes for requirements gathering including but not limited to JAD sessions interviews mockups etc.

Conducts business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions for assigned projects

Monitors progress resolves problems and reports regularly to I and amp;IT management and stakeholders

Develops performance measures and traceability matrices for business analysis evaluation and conducts follow-up

Experience developing strategies preparing business cases and cost-benefit analysis

Experience conducting requirements gathering developing documentation including presentations and briefing notes and conducting stakeholder engagement

Awareness of emerging I and amp;IT trends and technologies

Excellent analytical problem-solving and decision-making skills; verbal and written communication skills; interpersonal and negotiation skills

A team player with a track record for meeting deadlines

Desired Skills:

Experience in the use of clinical viewers supporting clinical workflows across primary and acute care settings ideally in the Province of Ontario

Experience in the use of patient viewers/portals

Experience with User Interface (UI) and/or User Experience (UX)

Ability to translate business and data requirements into specifications sufficient for designing appropriate technology solutions

Experience in structured object oriented and agile methodologies for user requirements

Experience developing performance measures for business analysis evaluation and subsequent follow-up

Familiarity with Quality Assurance (QA) and experience working closely with QA teams (testing approach strategy planning)

Familiarity with application security and privacy standards and considerations

Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards

Knowledge of Healthcare Information Systems used throughout the province of Ontario - 15 points

Experience with health system business requirements definition and implementation - 10 points

Experience working collaboratively with business partners and stakeholders to understand and analyze current state and translate into requirements - 10 points

Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions - 10 points

Deliverables Include but are not limited to:

Provincial Clinical Viewer integration - planning/design/develop/UAT

Provincial Patient Viewer integration planning/design/develop/UAT

Clinical Data Validation and Audit Data migrations for existing clinical viewers

Change management preparation activities

Provincial Clinical Viewer Pilot

Provincial Clinical Viewer Roll out

Decommission of existing viewers

Knowledge Transfer Details:

The resource will ensure full knowledge transfer is provided to the Ontario Health team before end of engagement. Some of this might occur at the end of the engagement but will also be shared as information is obtained/consolidated. Key deliverables will be shared with team.

The resource must provide all related documentation as part of knowledge transfer protocol. Documents will be reviewed by the appropriate leads and signed off by manager/director.

The resource will work collaboratively with the Ontario Health team throughout the assignment and ensure key deliverables milestones and documentation are shared.

A walkthrough of any demos development etc. will be required before the end of the engagement.
