Job Summary

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1. Contract Position Title. Catholic Religious Education (RE) Coordinator

1.1 Place of Performance: Barksdale AFB LA.

1.2. Period of Performance: The period of performance for the required services shall be one base year plus four (4) one-year option periods.

2. Scope of Responsibilities. Serves as the Catholic Religious Education (RE) Coordinator for the Barksdale AFB Catholic Parish. The coordinator will furnish all labor tools parts materials and transportation necessary to perform all required responsibilities. The coordinator consults and coordinates with designated personnel such as the Catholic Chaplain Senior Catholic Chaplain or Wing Chaplain to support the Catholic Religious Education Program in accordance with this PWS. Under the direction of the designated personnel. The RE Coordinator will use his/her gifts talents and abilities to encourage train facilitate and coordinate all Catholic religious education programs for the Barksdale AFB Catholic parish.

3. Education and Experience Requirement. The RE coordinator must:

3.1. Have at least one year teaching experience in a Catholic educational

institution/setting. Experience in a military setting is preferred. Bachelor of Art

Theology/faith formational/Catechesis/Religious educated or related field is preferred.

Documented evidence of educational and work background is required.

3.2. Professionally work well with others under the direction of designated personnel and in a public forum. Excellent oral and written communication skills are required.

3.3. Actively participate in the Barksdale Catholic Chapel Program by becoming visibly

known within the Catholic parish- attend weekly Mass and other chapel programs.

3.4. Demonstrate ability to professionally coordinate and work in multi-denominational

settings. Be a positive. self-directed and motivated individual.

3.5. Proficient in use of both Microsoft Suite and social media platforms.

3.6. Recruit teachers publicly recognizing teacher and class accomplishments and

encouraging RE attendance.

3.8. Professionally work in an ecumenical and pluralistic multi- faith environment

consistent with the United States Air Force Chaplain Corps maintaining a harmonious

relationship with designated personnel as well as chapel sta and chapel volunteers.

4. General Responsibilities. The RE coordinator will:

4.1. Develop a yearly continuing RE program for all parishioners of the Catholic Parish

preschool through adults.

4.2. In coordination with the designated personnel the Contractor will develop an annual fiscal year budget (1

Oct - 30 Sep) in writing for all religious education programs. The budget will consist of needed materials

supplies projected programs and activities and teacher training. Draft budget will be submitted to the

designated personnel no later than I June of each year.

4.2.1. Select all materials used in the RE program with the approval of the Catholic

Chaplain. RE Coordinator will work closely with the account manager on proper

accounting procedures when ordering needed materials.

4.2.2. Submit all funds requests at least five (5) days in advance to the designated

personnel for purchasing RE items. Once approval has been obtained the RE Coordinator

will work closely with the account manager to ensure appropriate procedures are followed.

4.3. Develop and plan for registration of activities recruitment of teachers (including

substitutes and helpers) and quarterly training of volunteers/workers participating in the

CCD programs. The plan will also include written yearly goals/objectives that target the

total CC D program. This plan will be submitted to the designated personnel no later than I July of each year.

4.3.1. Develop and coordinate digital outreach.

4.3.2. Coordinate youth and young adult ministry outreach events as appropriate.

4.4. Submit available work hours to the designated personnel for approval. RE Coordinator must maintain office hours as required by the Chaplain In-Charge at least three days during each week and be available to the volunteers/workers to answer questions and concerns during and after the CCD hour. Provide advertisement of times available to aid members by phone visitation and through the weekly Catholic addition current hours of availability will be posted on RE office door.

4.4.1. Contractor will work eighteen hours per week. Contractor will perform services to accommodate all general and specific responsibilities in accordance with this SOW. Contractor is required to give the designated personnel a two-week notice of any extended period of absence. Extended period of absence is defined as an absence of more than three days.

4.5. Prepare religious education publicity as required for digital outreach and chapel

bulletins in advance of the activity or program. Publicity is to be submitted in final written

formal for printing to the designated personnel or his designated appointee.

4.6. Recruit and train teachers and volunteers to implement an ecumenical Vacation Bible School (VBS). The Catholic RE Coordinator will work directly with the Protestant RE Coordinator to recruit and train teachers and volunteers and jointly implement VBS under the direction of the Senior Catholic and Senior Protestant chaplains if applicable.

4.7. Ensure new students are contacted and welcomed to the Chapel RE program.

Establish a biweekly program to ensure teachers contact all absentees. RE Coordinator will maintain current information for all CCD participants including name address email phone number age (excluding adults) marital status number of children and any special needs for each group. The R.E Coordinator will alert the designated personnel about students with special needs.

4.8. Ensure that Installation Record Checks (IRC) are accomplished for RE teachers and all volunteers/workers interacting with children ages 18 and under in accordance with the requirements of the DOD Instruction 1402.5. Criminal History Background Checks of Individuals in Child Care Services. Ensure that all RE workers are aware of local safety requirements and procedures.

4.9. With the approval of the Catholic Chaplain. RE Coordinator can participate in at least one continuing

education/professional development event each year when funds are available.

4.10. Maintain the Catholic RE office and storeroom in a presentable manner. RE

Coordinator will follow all facility guidance issued by Chapel Operating Instructions and

other applicable directives.

4.11. Monitor the handling of all funds received in the CCD program to ensure compliance with applicable directives.

4.12. Ensure that all facilities used are properly cleaned and secured upon departure

following the conclusion of the program/event when a chaplain or religious affairs airman is not present for duty.

4.13. Draft publicity for programs as directed by the Catholic Chaplain.

4.14. Assist in planning of First Communion Confirmation First Reconciliation and RCIA liturgies.

4.15. Submit after-action reports on special events/ programs.

4.16. Work with the chapel public affairs representative to submit items pertaining to the

Catholic community for base newspaper chapel and base marquees and other publicity

venues.

4.17. Comply with the mandatory training required for all contractors and be responsible

for maintaining current training records. Training includes but not limited to internet

training and chapel off-sites .

4.18. Will provide designated personnel with monthly number of participants volunteers

and events for monthly reports no later than the last day or each month .

4.19. LOCATION: Primary facilities for the services provided will be Chapel One (Bldg 3578) and Chapel Two (4221).

5. Specific Responsibilities . The RE coordinator will:

5.1. Invoice and Payment Procedures: Provide a Monthly Statement of Contract Services with a log after the last

day of each month to the RE Chaplain for approval of services rendered. After the RE Chaplain signs the log.

5.1.1. The contractor will personally perform the services described above or coordinate

performance by a substitute of equal or higher proficiency who has been approved in

advance by the designated personnel. Submit the names and qualifications of proposed

subcontractors to the designated personnel for approval at least 14 days prior to the

proposed absence. Subcontractors must meet the requirements for the position as

outlined in this PWS. Contractor is responsible for payment of substitute/subcontractor.

5.1.2. Contractor is accountable for paying individual Social Security payments Federal or Local Income Taxes

and State Unemployment Insurance premiums. Subcontractor is accountable for paying individual Social

5.2. Assist in the preparation of MAJCOM and Wing directed inspections.

5.3. Provide a monthly report to the Parish Advisory Council.

5.4. Ensure CCD rooms are open and equipment is ready for use fifteen (15) minute s

before starting time. Also ensure all CCD programs are on the chapel facility calendar (see chapel facility

manager for details). RE Coordinator will ensure teachers/students clean up after every program.

5.5. Attend monthly Parish Advisory Council meetings providing religious education

reports as directed by designated personnel. RE Coordinator will report weekly to the

designated personnel and attend weekly staff meetings unless excused by the designated personnel.

5.6. If awarded the contract the contractor must submit an application for a background check to the RE

chaplain according to Department of Defense Instruction 1402.5 Criminal History Background Checks.
