Description of Work

The NC State Highway Patrol is seeking an enthusiastic team member to join our Personnel Unit as a Benefits Manager. The Benefits Manager plays a critical role within an organizations human resources team. Their primary responsibility is to develop manage and oversee employee benefits programs that may include health insurance dental and vision coverage retirement savings plans paid time off wellness initiatives and other perks designed to enhance employee satisfaction and well-being.

Salary Range: $62641-$101100 Salary Grade: NC19

Key Responsibilities include but are not limited to:

  • Serves as subject matter expert on state-administered benefit programs and works collaboratively with HR payroll vendors and internal stakeholders to ensure effective delivery of benefits and services.

  • Collaborates with senior leadership to ensure that benefits offerings align with the organizations strategic goals.

  • Analyze benefits data benchmark against market trends and make recommendations for program improvements or additions to attract and retain top talent.

  • Serves as the primary point of contact for employees addressing questions resolving issues and offering guidance on benefits options.

  • Lead annual open enrollment activities including coordination employee communications and system updates.

  • Maintain relationships with vendors and benefits providers. Compliance is another key aspect of the Benefits Managers role.

  • Ensure compliance with applicable federal and state laws policies and regulations (e.g. ERISA ACA COBRA HIPPA FMLA state statues and OSHR policies).

  • Assists with creating a supportive work environment by delivering benefits that meet the needs of employees and the business fostering engagement productivity and loyalty.

Position/Physical Requirements:

  • Typical work schedule: Monday-Friday; 8:00am-5:00pm

Management Prefers:

  • Extensive knowledge of employee benefits administration and applicable employment laws.

  • Familiarity with state government HR Policies procedures and statutory benefits programs.

  • Strong analytical skills with the ability to interpret regulations and apply them consistently.

  • Excellent communication skills both written and oral.

  • Experience working with HRIS systems and benefits reporting.

Minimum Education and Experience

Some state job postings say you can qualify by an equivalent combination of education and experience. Bachelors degree typically in Human Resources

OR

related field from an appropriately accredited institution

AND

at least 4 years of experience in human resources with some experience in an HR lead position;

OR

equivalent combination or education and experience.

Veterans and National Guard Preference

Applicants seeking Veterans Preference must attach a DD Form 214 Certificate of Release or Discharge from Active Duty along with the state application.

Applicants seeking National Guard Preference must attach an NGB 23A (RPAS) along with the state application if they are a current member of the NC National Guard in good standing.

Applicants who are former member of either the NC Army National Guard or the NC Air National Guard with honorable discharge and six years of creditable service must attach a copy of the DD 256 or NGB 22 along with the state application.
