King County Finance and Business Operations Division Procurements & Payables is seeking a P-Card Program Manager!

We are looking for an experienced P-Card Program Manager that can multi-task in a fast-paced environment with a continuous improvement mindset all while providing excellent customer service! This position manages King Countys Purchasing Card (P-Card) Program and Team that handles over 1000 P-Cards and maintenance for almost 2000 Travel Cards. We are the number one program in both dollars spent and reimbursements in Washington State. The Program Manager owns and drives the program to be best in class for processes and fraud detection!

Scope of Job Duties
  • Own and manage the P-Card program in current state with a constant process/program improvement mindset by assessing analyzing and developing improvements for the program to continuously be best in class
  • Review program to identify any potential vulnerabilities to fraud; develop and implement changes to program security. Manage program to identify and investigate any P-Card transaction irregularities including those which could indicate misuse or fraud. Report irregularities and implement action plan for resolution
  • This position serves as the point of contact for our internal and external business partners as a subject matter expert for the P-Card Program providing technical and business expertise to customers and stakeholders including Business Resource Center Oracle EBS and US Bank
  • Manage the integration of P-Card transaction data into the Countys financial system
  • Develop and maintain P-Card program files to ensure audit accountability
  • Owns and manages the Countys P-Card policy and manual
  • Conduct monthly P-Card training as the Subject Matter Expert for P-Cards as well as present several slides.
  • Work directly with outside vendors such as Amazon Business US Bank and Home Depot
  • Manage centralized inbox and assign duties as needed
  • Analyze data conduct research and prepare cost/benefit analysis. Analyze program scope of work and related issues including funding and revenue; anticipate non-routine P-Card procurement issues. Analyze program spending to identify the need to establish contracts to meet customer requirements
  • Maintain and deliver communication plans and training documentation to ensure compliance with Countys policies and procedures. Assist clients in the development of their internal procedures.

Minimum Qualifications:
    • Twoyears of experienceleading a large P-Card program and team members and stakeholdersto improve performance and processes
    • Demonstrated skill in technical writing and proofreading including the ability to draft policies procedures and legislation
    • Experience working with Oracle banking and interface
    • Experience developing and delivering training programs
    • Strong communication interpersonal writing and customer service skills experience
    • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work
    • Ability to manage your time and adapt to changing priorities work on multiple priorities and projects simultaneously meet quick deadlines and produce timely and quality work products.
    • Ability to work with people from diverse backgrounds.

  • Over six years of increasing responsibility involving owning and driving program managementor public purchasing activitieswith a minimum oftwo years working experience in a public procurement environment
  • Advanced interpersonal skills and experience with training a varied and skills-diverse audience making presentations to customers peers managing different opinions facilitating discussion resolving conflict and finding resolution
  • Experience analyzing data and conducting research and producing program reports
  • Experience with Lean process and principles
  • Experience with SharePoint MS Teams and other collaborative online tools

Position Information:

  • Work Site Details:The team works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change.The primary onsite location is King Street Center 201 S.   • Location Requirement:Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
  • Work Schedule:This position is exempt from the provisions of the Fair Labor Standards Act and therefore is NOT overtime eligible. Employees are paid on a bi-weekly schedule every other Thursday comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday.
  • Union Representation:This position is Teamsters 117 represented.

King County has a robust collection of

The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work in our departments hybrid environment. Employees will be provided with a county-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work. Employees will need to be available and responsive during scheduled work hours and follow FBODs hybrid/remote guidelines that include on-camera participation during virtual video meetings.
