This opportunity is internal and available to current HCA employees only.


This Fiscal Analyst 5 supports the agencys mission by providing assurance that financial transactions have been reviewed for accuracy completeness and recorded accurately in financial records and statements. This position is responsible for supervising the general ledger and cash management staff that provide direct customer service and accounting information to internal and external customers of the PEBB & SEBB program.


All HCA employees will apply an equity lens to their work which may include but is not limited to all analyses of core business and processes.


About the division:

The Financial Services Division (FSD) in collaboration with other HCA divisions and a variety of external stakeholders and legislative partners provides strategic financial expertise for Apple Health PEBB and SEBB addition FSD oversees the budget and compliance functions necessary to manage and monitor the single largest Washington State individual agency operating budget. Functions include budget management accounting forecasting professional and hospital rate setting financial analysis and payment/collection operations. This division maintains a close working relationship with agency program policy and clinical divisions to ensure financially sound implementation and monitoring of program strategies. It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.


About the position:
This is a supervisory position that supports PEBB & SEBB (Public Employees & School Employees Benefits Boards) administrative accounting staff in their daily operations; responsible for processing PEBB & SEBB program payments and accounting adjustments; reviewing and analyzing monthly general ledger balances related to both PEBB and SEBB accounts payable; and the design and maintenance of financial status reports for management. This position independently plans coordinates and conducts financial review and analysis of general ledger data ensuring PEBB and SEBB revenues are expended in accordance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.


This position is eligible to telework but is required to report on-site on a frequency determined by the supervisor at our Cherry Street Plaza building located in downtown Olympia Washington. The default assigned work location of all Health Care Authority (HCA) positions both on-site and telework eligible positions is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Duties

Some of what you will do:

  • Supervise daily activities of PEBB & SEBB accounts receivable accounts payable general ledger reconciliation and cash management staff. Includes planning organizing monitoring workload assignments to the unit and setting performance standards.
  • Independently plan organize and conduct complex analysis of the Health Care Authoritys general ledger accounts in accordance with GAAP. Assist staff in analyzing and interpreting general ledger accounts and documenting current business processes and accounting system AFRS PAY1 processes to determine significant areas needing modifications and to ensure compliance with HCA OFM and GAAP accounting standards.
  • Analyze monitor and report accounting activity related to accounts receivable. Keep management informed as to current financial status of accounts receivable balances related to the agencys ERB insurance programs.
  • Assure that the accounting procedures result in effective collection of premiums efficient posting to customer accounts conform to state law and program policies and general ledger account balances are accurate and timely.

Qualifications

Required qualifications:


Qualifying candidates will also meet one of the following criteria options:


Option 1:

  • Masters degree in a financial related field certification as a Public Accountant Internal Auditor Certified Governmental Financial Manager or Management Accountant.
  • Two (2) years of relevant professional experience.


Option 2:

  • Bachelors degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
  • Four (4) years of relevant professional experience.


Option 3:

  • Associate degree which includes 18 quarter or 12 semester hours in accounting auditing or budgeting.
  • Six (6) years of relevant professional experience.


Option 4:

  • Eight (8) years of relevant professional experience.


Required competencies:


  • The ability to take action to learn and grow.

  • Advanced spreadsheet software (i.e. Microsoft Excel) knowledge and experience.
  • Must possess the skill to create modify print and format spreadsheets and work with pivot tables formulas and functions.
  • Experience in the Fiscal Analyst series within state government.
  • Three (3) years of experience in performing accounts receivable/cash receipting activities. Knowledge and experience using Agency Financial Reporting System (AFRS) PAY1 and Enterprise Reporting.
  • Ability to lead by example inspires and coaches for success.

Preferred qualifications:


  • Three (3) years of experience using a complex computerized accounting system and a financial management database reporting module.
  • Ability to research and analyze complex financial data.
  • Experience interpreting rules and regulations analyzing compliance with regulations research and resolving agency financial discrepancies.
  • Demonstrate competence in the preparation accuracy and correction of fiscal accounting transactions quality and timeliness of processing and monitoring of accounting data into a computerized accounting system.
  • Ability to apply Generally Accepted Accounting Principles state and federal accounting policies and procedures and maintain integrity of financial records.
