Salary range is $81k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
Under general direction acts as the global administrator for the Agencys financial planning reporting and budgeting application including all change management application upgrades data integrity configuration security and reports management. Leads development production and maintenance of a wide range of financial reports ad hoc queries and data analysis for the FP&A division. Performs a variety of budgetary and financial analysis to support the development presentation and publishing of the annual budget and long-term financial plan. Interprets data and financial results using a variety of techniques ranging from simple data aggregation and statistical analysis to more complex data mining. Supports the FP&A Director and managers in business and decision-making processes.

ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.

• Establish requirements document test and train others to ensure FP&A system meets end user requirements for monthly quarterly and annual operating and project budgets forecasts and budget versus actual reports.
• Act as FP&As technical support and liaise with IT or other departments and select vendors to troubleshoot system issues create new and revise existing reports and update system configurations as needed.
• Perform all global administrator functions for the Agencys FP&A system.
  • Set up user security/permissions.
  • Lead testing for changes to the FP&A system including software updates deployment of scripts to fix issues and changes to reports or other functionality.
  • Ensure timely integration of data from other Agency systems into the FP&A system and troubleshoot/resolve as needed.
  • Troubleshoot system and data problems involving others in Finance IT and vendor as necessary.
  • Update and maintain lookups custom fields calculations and org/account hierarchy in the system.
  • Perform quality control for FP&A system to ensure accuracy and control of data.
  • Perform upload of annual budgets to the Agencys ERP system and project cash flows to the Agencys long-term financial plan.
  • Maintain all FP&A system documentation to reflect the current version of the application in use Agency customizations and FP&As processes and procedures as it relates to role.
  • Perform service desk functions i.e. managing incidents and problems including triage escalation and stakeholder communication.
  • Perform root cause analysis and develop/implement mitigation actions to ensure continuous improvement.
  • Perform other procedures as determined necessary by management to maintain the FP&A system for use by the Agency.
• Perform all functions for Financial Planning & Analysis:
  • Builds collaborative relationships with assigned divisions and projects teams within the agency.
  • Provides timely accurate and concise ad-hoc financial performance reporting; identifies and resolves financial and budgetary issues and problems for assigned divisions/projects.
  • Prepares financial data to support financial review meetings; assists in the production of other budget and financial related reports or presentations as requested; and responds to requests for information and data for internal and external audiences.
  • Develops short-term and long-term financial analysis cash flow modeling present/future value analysis and complex financial models.
  • Stays current on Sound Transit budget accounting overhead allocation methodologies reporting systems related tools process and procedures as it relates to the analysts role.
  • Develops tracks and reports out on division projects and relevant agency KPIs.
  • Develops forecasts and variance analysis for Budget vs actuals and forecast vs actual.
  • Supports the division in preparation of the annual proposed and adopted budget documents.
  • Performs industry research to evaluate reporting alternatives.
  • Reconciles differences between budget and accounting based reports to ensure integrity and consistency of financial information.
• Work with IT and the budget division on the support implementation or enhancement of reporting tools.
• Evaluate processes and procedures in assigned areas make recommendations and assist in the design and implementation of solutions. Demonstrate continuous effort to improve efficiency and effectiveness.
• Serve on assigned Agency committees and collaborate with other departments on possible data and reporting needs.
• Provide accurate timely ad-hoc reports in response to requests for information and data from management employees and public disclosure requests or to validate interpret and verify accuracy of system data and reporting.
• Provide support to the divisions management on other matters as directed; contribute to the divisions goals and objectives; ensure processes policies and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current and applicable state and federal laws Agency policies and procedures rules and regulations; and understand and keep abreast of industry trends.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelors degree in finance Accounting Economics Business Administration Computer Science Math Statistics Information Technology or closely related field. Five years of experience performing financial analysis data management and reporting supporting and administering enterprise level software; Or an equivalent combination of education and experience.

Required Knowledge and Skills:

• Operational characteristics of a variety of computer and network systems applications hardware and software including enterprise financial systems business intelligence and reporting tools.
• Principles practices methods and techniques used in the installation troubleshooting and maintenance of systems and applications.
• Financial planning and analysis: Basic operations services and activities of an FP&A team including development monitoring preparing forecasts and variance analysis.
• Accounting: General accounting principles and practices chart of accounts and financial statements.
• Reporting: Specification development report writing and presentation using report writing software tools such as advanced Microsoft Excel Power BI and Vizio. Prophix SQL Report Writer MDX and Crystal Reports a plus.
• Database management: Data technology and design concepts integrated use of a variety of database and report writing software applications.
• Analysis: Principles of financial analysis cash flow modeling and cost forecasting.
• Automated financial systems: budgeting financial planning and forecasting and accounting.
• Being self-motivated/taking the initiative to learn gain understanding of how things work and provide value-added improvements or additions.
• Applying appropriate research analysis judgment and logic when solving problems and the appropriate communication methods when presenting results.
