Job Summary

The Position

Class Code 28964: Training and Development Specialist Level I/II

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

Level I - $5696.76- $6926.92/month
Level II - $7121.83 - $8658.24/month


The Training and Development Specialist under general supervision is responsible for organizing coordinating and presenting or facilitating training for a major segment of an employee training and development program. Incumbents in this class complete assignments with minimal direction and control.

Ability to
  • Plan coordinate and implement training programs
  • Manage logistics of training program
  • Develop positive working relationships with all levels within an organization
  • Establish and maintain effective communications with educational institutions vendors governmental agencies and other outside contacts
  • Deal with giving and receiving constructive feedback in a positive manner
  • Speak effectively and convey ideas clearly while facilitating group discussions and training sessions
  • Administer career skills assessment and development instruments
  • Write clearly and effectively

Employment Qualifications

Minimum Qualifications

Training and Development Specialist Level I

Either: 1. Graduation from a four-year college or university with major course work in human resource development psychology communications career development organizational development adult education or closely related field.

Or:2. Possession of a two-year degree or successful completion of sixty (60) college units from an accredited college or university with coursework in communications business administration psychology adult education or career development.

AND
Two years as a Personnel Assistant in Sacramento County service performing training duties. The Personnel Assistants primary responsibility and duties must have been training related

Students who have six (6) months or less to graduate may apply test and be ranked. However they will not be eligible for hire until proof of graduation has been provided to the Department of Personnel Services.

Training and Development Specialist Level II

Either:1. Graduation from a four year college or university with major course work in human resource development psychology communications career development organizational development adult education or closely related field.
AND
One year of professional level experience in employee training development or career development.

Or: 2. A Masters degree in human resource development psychology/industrial organization communications career development organizational development adult education or closely related field.

Or: 3. One year of experience as a Training and Development Specialist Level I or Personnel Analyst performing training related duties in Sacramento County Service.
The Personnel Analysts primary responsibility and duties must have been training related.

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements

License:
A valid California Drivers License Class C is required prior to appointment to this class. Failure to maintain a valid license may constitute cause for termination from this class in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
