Our Union Enhancement Portfolio within the Capital Projects Group is seeking a Project Manager for one of our Alliance projects working for the Owners Participant as part of the Alliance to deliver capital railway transit infrastructure projects encompassing the planning design procurement construction and commissioning and handover phases and in accordance with approved timelines budget and safety and quality standards.
What Will I Be Doing
- Manages active project scope of work and agreements governing the engagement of consultants and contractors
- Performs complete start to close-out project management on selected complex high-risk projects as required to meet corporate commitments with or without staff delegation
- Manages and coordinates the delivery of the project with the design and construction teams as an embedded member of a collaborative team
- Review consultant proposals and contractor submittals and develop recommendations for proposed project solutions consistent with strategic plan and business objectives.
- Manages and coordinates the pre-planning preliminary and detail design procedures supports development of rail corridor access documentation and seeks relevant stakeholder permissions to execute construction works in a live rail corridor in adherence with the Metrolinx standard guidelines
- Provides administrative design technical estimating and priority direction to staff and personnel assigned internally and through contracted partners to individual projects within USEP through all project stages
- Reviews and evaluates Alliance studies reports design proposals specifications and contract documents to meet established policies procedures and standards requests for acquisitions requisitions for purchase orders change orders for contracts and addenda for contractor and consultant agreements
- Ensures that capital projects and programs for new replacement or enhanced infrastructure maximize customer service satisfy internal stakeholder requirements incorporate external agency requirements and serve public interests
- Understands the Alliance progressive contract model and contract obligations to perform works and coordinates several complex tasks in a fast-paced environment to meet schedule and budget commitments
- Assist the Managers and Senior Project Managers in directing and leading the Alliance Management Team through all stages and phases of the project and in engagement and interface with third party stakeholders such as municipalities and transit agencies
- Work directly with the Project Coordination staff associated with the scope of work to USEP as whole including but not limited to East Track Enhancements Wilson Yard and have knowledge of working in live rail corridor understand of access planning/track protection and working in the USRC rail corridor is an asset
What Skills and Qualifications Do I Need
- Completion of a degree in Architectural Engineering or a related discipline or a combination of education training and experience deemed equivalent.
- Demonstrated progressive experience in engineering and/or project management services associated with the planning design and implementation of complex projects preferably within the public sector
- Experience in the delivery of transit infrastructure including structures bridges tunnels and civil works is an asset.
- Project Management Professional (PMP) certification or partial completion is an asset
- Knowledge of construction management practices and principles including familiarity with claims management is an asset manage multi-disciplinary projects of high value and complexity and supervise staff engaged in all stages of project management from start to close-out
- Knowledge of municipal TTC Metrolinx and other national or international rail and transit standards is strongly desired
- Strong stakeholder management and relationship building is considered a major asset
- Prior experience with any aspect of design construction and commissioning of multi-disciplinary transit projects is strongly desired
- Organizational interpersonal and oral/written/presentation communication skills to coordinate complex multi-disciplinary projects under pressure to meet schedule and budget commitments
- Knowledge of Design Bid Build (DBB) Progressive contracts like Alliance contract models is considered an asset
- Strong problem solving and influencing skills to establish effective working relationships negotiate and deal with a variety of contacts both internal and external to the organization; along with the ability to gain cooperation from individuals not under direct authority
