DescriptionThe Capital and Projects Advisor is a key member of the Financial Planning team that provides strong tangible capital asset and projects skills to the Financial and Strategic Services department as well as support for all Strathcona County departments. This position coordinates and facilitates the Countys capital reporting to provide decision makers with timely accurate and reliable financial information and analysis that is ultimately reported to Council to assess ongoing capital activity and stewardship of Tangible Capital Assets (TCA). This role is a key contributor to establishing and communicating tangible capital asset policy and procedures as well as ensuring compliance with applicable Public Sector Accounting Standards (PSAS).
Key Responsibilities:
- Oversee financial systems and processes to track funding sources and ensure capital project expenditures are strictly monitored and reported
- Establish and review accounting systems and processes to ensure compliance with legislation policy standards and agreements for TCA
- Oversee set-up and maintenance of accounts used to enable a consistent approach to managing and reporting on capital projects
- Prepare monthly quarterly and annual financial information for capital projects accounting
- Prepare management reports Council reports and related deliverables and presentations to meet all organizational reporting requirements
- Recommend and/or provide input into opportunities to enhance internal controls to prevent fraud or error related to capital financial reporting and safeguarding of County TCA
- Provide research and recommendations for policy or administrative changes to enhance capital project accounting in compliance with accounting standards and organizational guidelines policies and procedures
- Provide capital variance accounting analysis support research and advice to various stakeholders
- Other projects and analysis as required
Qualificationsand Skills:
- An Accounting degree and a minimum of 3 years experience in accounting or a related area
- Chartered Professional Accounting (CPA) designation in progress or obtained is an asset
- Experience in government particularly a municipality is an asset
- Knowledge of Public Sector Accounting Standards (PSAS)
- Strong knowledge of diverse business operations and requirements projects information and reports
- Comprehensive understanding of relevant provincial and municipal legislation
- Comprehensive knowledge of accounting standards for tangible capital assets
- Proficiency in the use of data analytical (i.e. business intelligence) software and Excel
- Proficiency with business productivity software computers and financial information systems including advanced Microsoft Excel
- Experience in working with an integrated ERP system and utilizing that system efficiently to create accurate and timely financial information
- Excellent interpersonal and communication skills
- Able to work independently and demonstrate initiative and resourcefulness
