Job Summary

The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory regulatory and contractual standards.

The Contract Monitoring Office is an independent oversight mechanism that is responsible for effectively evaluating and monitoring performance by HRAs contract administrators in order to enhance efficiencies ensure accountability and inject objectivity into the contract monitoring process.

Contract Monitoring Office is recruiting for (1) one City Research Scientist III to function as a Data Reporting Specialist who will:

-Aggregate and clean vendor management data from citywide databases such as HHS Accelerator agency-wide databases or relevant program sources.

-Identify suitable techniques for extracting underlying patterns. Select appropriate statistical model(s) using a chi-squared test likelihood ratio or curve fitting.

-Perform complex statistical analysis for purposes of program evaluation investigative research outcomes forecasting and risk assessment.

-Use predicative modeling to forecast Corrective Action Plan (CAP) performance and progress.

-Conduct scientific qualitative analysis including survey and/or questionnaire design and implementation interviews or observations field studies and or other mixed-method research.

-Administer the implementation of policies and procedures as approved and set forth by the Assistant Deputy Commissioner; plan and develop investigative and administrative activities which will ensure the integrity of the division.

-Track key outcomes and measurements throughout the year to prepare quarterly and annual reports for Administrator review detailing Internal Quality Monitoring (IQM) Key Performance Indicators (KPI) and other quality improvement data in order to provide an agency wide of vendor performance and/or agencys contract monitoring capabilities.

-Collaborate with executive-level program staff to accurately measure IQM performance reevaluate and refine KPls when appropriate and execute follow-up activities and improvements.

-Utilize agency systems for causal and/or trend analysis for the purpose of evaluating existing or identifying the need to implement new procedures to research demographics incidents and accidents the conduct of investigations program specific demographics etc.

-Implement new agency systems including its planning design development testing and automation for on-going program data collection with support from the Office of Program Planning and Management (OPPM). Research and prepare high priority responses in emergency and other time sensitive ad-hoc cases.

-Attend meetings in relation to contract monitoring activity across the agency. Prepare ad-hoc reports as required. Assist in the compilation and analysis of complex information.

-Perform other contract monitoring or compliance related tasks or projects as required.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
