Description
Performs professional and skilled technical work with an emphasis on current planning and zoning and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations. Work is performed under the various degrees of supervision of the Planning Supervisor.
Essential Job Functions
Planner I
Project review
- Performs technical review of plans of limited complexity such as residential plot plans subdivisions plats exempt plats development site plans for small-scale residential and non-residential developments sign permit applications and annexations.
- Conducts site visits and field evaluations to assess and assist with compliance with Town regulations.
- Assists with zoning application reviews to the Technical Review Committee including preparation and distribution of agendas and plans for review; facilitates projects and prepares comments from involved parties; works with applicants to satisfy recommendations and updates plans; coordinates with various State County and local agencies on plan review; performs field inspections to gather data and verify compliance with ordinances and plans.
- Reads and interprets site plans maps planning and zoning regulations and other planning documents while responding to inquiries reviewing permits and performing planning tasks.
- Utilizes GIS to perform analyses and create maps related to planning and zoning requests plans and proposals.
- Addressing
- Assists with maintaining the Towns addressing system and assigns new addresses.
- Presentations and Board Attendance
- Attends Planning Board Board of Adjustment and Town Council meetings; prepares and makes presentations on projects plans recommendations on cases and general updates as required.
- Prepares and presents information and recommendations to the Planning Board Town Council and Board of Adjustment.
- Creation of Policies and Regulations
- Assists in the development of new policies procedures and ordinances related to land use subdivisions flood damage prevention and transportation.
- Long Range and Other Planning
- Assists with the development and implementation of short and long-range transportation community development and other planning projects.
- Special Projects
- Serves as a Town representative for various boards and committees and attends meetings as assigned.
- Collects a variety of statistical data; prepares reports and maps on a variety of topics.
- Prepares correspondence reports charts diagrams GIS projects information and mapping.
- Public Point of Contact
- Provides information to the public regarding land use and related plans land use and subdivision regulations current projects application procedures and actions related to the Planning Board Town Council and Board of Adjustment.
- Assists applicants with pre-application and pre-development process.
- General
- Performs other duties as directed or assigned.

- Serves as the administrator for the Technical Review Committee including assisting with zoning application reviews to the Technical Review Committee including preparation and distribution of agendas and plans for review; facilitates projects and prepares comments from involved parties; works with applicants to satisfy recommendations and updates plans; coordinates with various State County and local agencies on plan review; performs field inspections to gather data and verify compliance with ordinances and plans.
- Assists in the administration of the flood damage prevention ordinance the Community Resource System (CRS) and performs damage assessments for post-flooding events.

- Prepares Council and Planning Board submittals for projects plans and permits; prepares case summaries ordinance language maps for inclusion in agenda packets; prepares legal notices.

Requirements
Planner I
- Bachelors degree in urban/land use planning public administration or a related field and minimal (less than 1 year) experience in urban/community planning GIS development/site plan review or equivalent combination of education and experience.
- Possession of North Carolina Certified Zoning Official certification or ability to obtain within 1 year of hire.
- Possession of an appropriate drivers license valid in the State of North Carolina.
Planner II: All the above requirements plus the following:
- Bachelors degree in urban/land use planning public administration or a related field and minimal (less than 1 year) experience in urban/community planning GIS development/site plan review or equivalent combination of education and experience.
- Possession of Certified Floodplain Manager accreditation or ability to obtain within 1 year of hire.
Planner III: All the above Requirements plus the following:
- Bachelors degree in urban/land use planning public administration or a related field and considerable (3 to 5 years) experience in urban/community planning GIS development/site plan review or equivalent combination of education and experience.
- Possession of American Institute of Certified Planners (AICP) Certification or ability to obtain within 2 years of hire

- Some knowledge of the principles and practices of planning North Carolina planning law and applicable state and federal regulations and the practices and techniques of planning as they pertain to the design and development of urban and regional areas planning research zoning and community renewal activities.
