JOB SUMMARY

The Program Director manages six emergency shelter programs located in Newburgh and Poughkeepsie that provide temporary housing for families with children adult-only households and singles. The Director ensures residents are provided with case management and rehousing assistance services through assigned Case Managers and Shelter Managers; and ensures the shelter facility is clean safe and habitable. The Director ensures all required documentation and reporting are submitted correctly and on schedule to CHI government agencies funders and other oversight agencies. The Director is a member of the CHI Leadership Team and a champion of CHIs Strategic Direction.

OTHER SKILLS AND EXPERIENCE

  • Extensive experience working with homeless and/or formerly homeless individuals and families. Extensive experience managing and developing complex programs and performance management and improvement.
  • Extensive experience with contract administration and compliance management.
  • Strong negotiation and collaboration skills with government entities funders community leaders and businesses. Ability to build and sustain partnerships with external service providers and community-based organizations.
  • Ability to work independently. Ability to build and lead a team.
  • Must be highly organized and attentive to details be willing to assume responsibility work well under pressure meet deadlines multi-task and be flexible.
  • Ability to work on-call including responding to emergencies in person as needed.
  • ESSENTIAL FUNCTIONS

    These duties are essential and specific to the successful implementation of this position.

    RESIDENT SERVICES

  • Ensure residents receive quality and appropriate services per organizational principles and program requirements.
  • Ensure Case Management team executes and documents resident services properly and on schedule including intakes and assessments case management sessions service coordination and advocacy housing stability and independent living workshops.
  • Develop and implement resident support programs such as Workforce Development Financial Literacy and other services to enhance independent living health and/or mental health.
  • Develop and maintain a resource network inclusive of formal and informal partnerships and service agreements of external providers and organizations that offer support and direct services to residents.
  • PROGRAM MANAGEMENT

  • Ensure compliance with funding contracts partnership and service agreements and all applicable city state and federal laws rules and regulations. Complete corrective action plans as needed.
  • Ensure program and contractual deliverables are met. Evaluate program performance and productivity outcomes and develop enhancement strategies for underperforming areas. Ensure CHI program KPIs are aligned with metrics and deliverables.
  • Ability to identify and execute Corrective Action Plan in areas that need improvement.
  • Update and maintain Policy and Procedure manuals in compliance with DSS OTDA and CHI policies. Disseminate and enforce policies and procedures to all program staff.
  • Assist with procurement and contract administration activities by ensuring accurate scopes of work and program deliverables for the site.
  • Submit program reports correctly and on schedule to CHI DSS OTDA and other oversight agencies.
  • Ensure proper and timely follow-up for incidents reporting to DSS and CHI.
  • Ensure staff are properly trained and certified per OTDA and DSS rules including one-time and recurring trainings and certifications.
  • Responsible for coordinating and monitoring repairs and maintenance to properties using timely and cost-effective process and procedures while maintaining Housing Quality Standards for safe decent and sanitary units for all residents.
  • Investigate and address client complaints.
  • Supervision and General Duties
  • Supervise a team of Supervisors Case Managers and Residential Support Specialists.
  • Troubleshoot difficult resident cases; intervene and directly assist in special needs cases.
  • Document interactions and communications with and on behalf of residents in AWARDS.
  • Conduct 1 to 1 meetings with members of your team and update the performance goals accomplishments notes and feedback in Paycom on a regular basis (weekly/bi-weekly).
  • Perform other duties as assigned by VP Chief Housing Officer or Chief Executive Officer.

Qualifications

ENTRY LEVEL QUALIFICATIONS AND REQUIREMENTS

  • Education: Masters Degree in Social Work or related field.
  • Experience: Combination of eight (8) years of experience including five (5) years of supervisory and managerial experience in social work or human services program administration and facilities management.
  • Communication: Professional and impeccable verbal and written communication skills.
  • Computer skills: Professional and expert competency in MS Word Excel Outlook and the internet. Experience with AWARDS prioritized.
  • Math Skills: Ability to develop and manage program budgets.
  • Physical Performance: Ability to make unit visits (walk distances climb stairs etc.)
  • Reasoning Ability: Ability to prioritize make appropriate decisions and judgment calls.
