Heartshare operates across multiple divisions to deliver on this mission:
- Developmental Disabilities (DD) Division: Providing comprehensive support and services that promote independence dignity and inclusion for individuals with intellectual and developmental disabilities.
- Education Division: Creating pathways to learning and opportunity through schools and programs that serve children and young adults of all abilities.
- Heartshare St. Vincents Services (HSVS): Supporting children youth and families involved in foster care residential care and community-based services ensuring stability safety and empowerment for brighter futures.
The Vice President of Employment Services will establish and lead Heartshares Employment Office serving as a consultative and strategic resource across all divisions. This role will be instrumental in ensuring that individuals supported by Heartshare have access to high-quality individualized employment pathways that align with their skills interests and career aspirations.
The VP will partner with program leaders to design and deliver innovative employment services considering best practice employment models strengthen partnerships with employers and other employment agencies and measure long-term outcomes. The leader will balance regulatory requirements for the unique needs of each division advancing Heartshares mission to empower New Yorkers to thrive through meaningful work. This role is responsible for designing standardizing and scaling HeartShares employment model across divisions driving system-wide alignment operational excellence and measurable workforce outcomes.
- Establish and lead Heartshares Employment services under the COO ensuring alignment with organizational mission while collaborating with division leaders to meet the unique needs and requirements (e.g. regulatory contractual funding) of Developmental Disabilities Education and HSVS programs.
- Provide strategic leadership and accountability for the design implementation and scaling of evidence-informed employment services model aligned with the agencys strategic plan and establishes agency-wide employment services standards to promote consistency and quality across programs.
- Oversee initiatives that help individuals identify their interests strengths goals and potential career paths.
- Develop and deliver skill-building opportunities including interview preparation pre-vocational programs internships and other experience-based learning.
- Develop and sustain a portfolio of anchor employer partnerships that create meaningful competitive and career-path employment opportunities across industries to expand placement for program participants and advocate for inclusive hiring practices
- Drive repeat placements and long-term employment outcomes through employer engagement services quality and continuous improvement.
- Design and implement systems to monitor employment-related outcomes including job placements retention wage growth and career progression and drive continuous improvement through data-driven decision-making including through use of technology-enabled assessments and data systems.
- Representing Heartshare in workforce development employer and community forums to enhance visibility and advocacy.
- Partner with funders educational institutions and government agencies to secure resources and ensure compliance.
Qualifications- Bachelors degree in business Public Administration Social Services or related field masters degree preferred
- Minimum of 10 years of progressive leadership experience in workforce development vocational rehabilitation human services or related field.
- Proven success in building employer partnerships and delivering measurable employment outcomes.
- Strong understanding of employment-related regulatory requirements across human services education and developmental disabilities programs.
- Exceptional communication collaboration and strategic planning skills.
- Ability to balance high-level strategy with hands-on programmatic support.
- Demonstrated commitment to equity inclusion and empowering individuals to achieve their full potential.
