General Description of Role and Responsibilities:
Role Summary
The Quantity Surveyor (Pre-Contract) supports the commercial management of MEP works for building projects across multiple sectors. Primarily responsible for preparing accurate quantity take-offs Bills of Quantities and cost plans at various design stages while supporting tendering value engineering and cost estimation activities. The position also assists in selected post-contract commercial tasks ensuring cost accuracy compliance with applicable standards and effective coordination with project stakeholders.
Key Responsibilities:
1. Measurement & Quantification
- Undertake quantity take-offs for Electrical Fire Fighting Plumbing and HVAC work using applicable standards.
- Use software tools (e.g. CostX AutoCAD) for quantity take-off summarize quantities and transfer data into BOQs or cost plans including carrying out bulk checks.
- Draft or validate Bills of Quantities including carrying out bulk checks.
2. Cost Planning & Estimation
- Prepare cost plans at different design stages including Concept Schematic and Design Development.
- Analyse and adjust unit rates price BOQ items collect market quotations and assist in the preparation of tender estimates.
- Support value engineering exercises and cost plan reporting.
3. Tendering & Procurement Support
- Have a basic understanding of the tendering process and tender documentation.
- Assist in tender estimate preparation and evaluation support.
4. Post-Contract Commercial Support
- Support post-contract activities by understanding key contract terms and the post-contract work process flow.
- Assist in the preparation of payment recommendation reports.
5. Technical Knowledge (MEP Works)
- Having basic knowledge of key building components and construction methods in construction related to MEP works.
Qualifications Experience Knowledge and Skills:
- Diploma or Bachelors Technology in Mechanical Electrical and Plumbing.
- Minimum 3 to 6 years of relevant experience in pre-contract quantity surveying cost planning or estimation for MEP works on building projects such as Residential Commercial Hotel Hospital Fit-out and Industrial/Warehouse developments.
- Excellent in CAD Cost-X (qty take off tools) and other quantification/estimation software.
- Excellent skills in MS Excel and Word and the ability to learn and adapt to customized software.
- Excellent communication skills both written and verbal.
- Excellent Interpersonal and presentation Skills.
