The Utilities Superintendent is responsible for assisting in the overall management and oversight of the Utilities Division Village infrastructure and the supervision of employees. The successful candidate will work effectively across all Public Works divisions and Village departments to prioritize repair and maintenance programs to support infrastructure planning goals.
The Utilities Superintendent is expected to take a proactive approach to the maintenance of the Villages water utilities infrastructure. Work involves responsibility for planning organizing and directing the operation and maintenance of the Villages infrastructure. This position provides leadership and supervision to the assigned Utilities maintenance personnel ensuring that all water and sewer infrastructure facilities and equipment are properly maintained safely operated and in compliance with local state and federal regulations.
Work is performed with notable independence within the framework of Department and Village policies governing laws regulations and ordinances. Work encompasses a variety of tasks in the planning and oversight of ongoing operations as well as long and short-term maintenance of the Villages utilities infrastructure.
Essential Duties and Areas of Responsibility
- Assigns work guides employees to improved work techniques trains employees in the proper and effective performance of their jobs documents employee performance evaluates employees facilitates discipline and trains employees in the safe performance of their job duties.
- Manages and oversees the Villages water sanitary and storm sewer infrastructure by developing and managing repair and maintenance programs for valves water services fire hydrants catch basins inlets outfalls and manhole structures.
- Assists the Deputy Director with project management responsibilities on infrastructure projects by conferring with engineers operating personnel and others; inspecting public and private improvements to the Villages underground infrastructure; and by assisting with the management of bids and contracted services.
- Makes recommendations for planning and budgeting of capital projects including preparing bid specifications selecting consultants and vendors and overseeing construction projects and provides technical insight and guidance regarding system infrastructure.
- Completes confidential duties that provide direct assistance to Deputy Director in personnel matters including but not limited to union contract negotiations union contract administration personnel matters (such as disciplinary investigations etc.).
- Acts as communication link between Public Works employees and the Deputy Director and be able to effectively communicate with contractors residents Village staff and officials.
- Complies with all Village and departmental safety policies and procedures. Coordinates safety training for the Utilities Division staff. Provides employees with all necessary PPE safety tools and resources.
- Works with the Public Works Management Analyst on Job Safety Analyses (JSAs) and Standard Operating Procedures (SOPs) for the Utilities Division.
- Develops establishes and maintains record keeping procedures and is tasked with maintaining an efficient administrative process workflow between divisions. Prepares and updates regulatory reports operational guidelines maintenance schedules and records equipment and supply acquisitions management reports and similar activities.
- Identifies and schedules maintenance repair and minor construction work; maintains records of work; supervises and inspects work activities to ensure that schedules are met and that work is performed in a safe efficient manner and in accordance with standard operating practices and procedures. Participates in pre-construction meetings to advise and/or suggest different methods to meet desired goals.
Qualifications
- Completion of high school or equivalent with progressive supervisory experience in project/construction management or public works. College degree preferred.
- 8-10 years of progressively responsible experience in public works construction or related field as a member of a management team. Demonstrated supervisory experience with successful employee and labor relations is strongly preferred.
- A valid Class A Commercial Drivers License (CDL) with airbrake endorsement is required at the time of hire or within 90 days of employment.
- Class D Illinois Environmental Protection Agency (IEPA) Water Operator License is required within 6 months of hire.
- Experience with project planning or management tools.
- Be on-call and available during emergency events storms snowstorms or other events that require coordination of the Public Works Department as requested by the Director.
