We work at the dynamic intersection of energy laweconomics and environmental policy developing policy positions as well aslitigating public utility matters. We work to hold utilities accountable fortheir performance and to ensure Maryland consumers are protectedagainstunjust and unreasonable rate increases for services whileconsidering public safety economic welfare and the states environmentalinterests including its greenhouse gas emissionsreductionsgoals.
Our work includes appearances before the Maryland PublicService Commission the Federal Energy Regulatory Commission and State andfederal appellate courts as well as testimony before legislative also participate in state and national-level policy initiatives regardingconsumer issues and incorporation of new technologies - includingdistributed resources renewable generation and electric vehicles - onto theelectric grid.
Education: A Juris Doctor degree or an equivalent degreefrom an accredited school of law.
Experience:
APC I: None.
APC II: Eighteen months of experience in a governmentagency practicing law related to the regulation of public utilities or twoyears of experience as a practicing Attorney.
APC III: Three years of experience in a government agencypracticing law related to the regulation of public utilities or four years ofexperience as a practicing Attorney.
APC IV: Four years of experience in a government agencypracticing law related to the regulation of public utilities or five years as apracticing Attorney.
Notes:
1. Employees in this classification must be a member of theBar of any state or federal jurisdiction at the time of appointment and mustbecome a member of the Maryland Bar within 18 months of appointment.
2. The above requirements are set by the Office of PeoplesCounsel in accordance with the Public Utilities Article Public Services andUtilities Title 2 Public Service Commission and Peoples Counsel Section 2-203of the Annotated Code of Maryland.
3. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in general attorney classificationor general attorney specialty codes in the legal and kindred group field ofwork on a year-for-year basis for the required education.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s).

2. Consumer protection and administrative litigation experience is a plus.
3. Background in or familiarity with utility regulation economics engineering or accounting willenhance the application.
