The Position

External Affairs International (EAi) part of the Roche Pharma CEO Office ensures the company can shape the policies funding decisions and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network EAi builds trusted relationships with governments multilateral institutions and global partners develops third-party advocates and forges alliances that protect and grow Roches business while improving patient access to innovation.

The Global Policy and Advocacy department within External Affairs International serves as a high-impact strategic engine dedicated to driving execution and operational excellence across Roches global network. We act as the essential bridge between high-level global strategy and local implementation focusing on the creation of sustainable scalable policy frameworks that foster innovation and global health equity. Our team operates as a trusted advisor to the business cultivating a culture of deep collaboration mastery of healthcare systems andexternal thought leadership to address the most critical challenges in the pharmaceutical and life sciences landscape today.

The Opportunity

The Disease Area Policy Team Lead is a visionary leader and strategic driver responsible for shaping designing and implementing Roches policy strategies across all priority Therapeutic Areas (TAs). Reporting to the Head of Global Policy and Advocacy you will lead a team of high-level experts to ensure that healthcare systems deliver rapid broad and sustainable access to life-saving treatments. This role requires a unique blend of technical mastery and leadership to navigate complex supra-national policy environments influence senior stakeholders and orchestrate global-to-local alignment in support of the OnePharma Strategy. Key Responsibilities:

  • Lead the development and implementation of the global policy strategy portfolio and performance metrics across all priority Therapeutic Areas (TAs) to ensure full alignment with global regional and affiliate functions.

  • Define and deliver the long-term global disease area policy vision ensuring clear positioning and messaging that addresses the needs of patients medical professionals and the business.

  • Serve as a strategic driver to enable execution and operational excellence across External Affairs International focusing on high-impact initiatives and global-to-local system-shaping strategies.

  • Play a lead role in shaping policy environments by strengthening advocacy for medical professionals and patients while identifying drivers and barriers to access among governments insurers and NGOs.

  • Act as the primary global point-of-contact for disease area policy providing just-in-time direction and guidance to aid stakeholders in navigating market evolutions and regulatory requirements.

  • Partner strategically across Roche regions and affiliates to ensure consistent application of health policy expertise and to increase awareness of the External Affairs mission and purpose.

  • Oversee the creation of portfolio-wide content analytical tools and disease area policy strategies that translate complex healthcare challenges into actionable business tactics.

  • Define team requirements oversee project budgets and ensure that resource status is transparently communicated to enable high-level decision-making for the business.

  • Support organizational growth by sharing global health policy expertise and educating others to foster a culture of functional excellence innovation and agility.

Who You Are

  • You hold a Masters degree MBA or equivalent in Public Policy Political Science Healthcare Management or a related field with additional certifications in global health policy and systems strategy highly preferred.

  • You bring 10 years of experience in health policy or public affairs within the pharma/life sciences sector including a deep understanding of healthcare financing and regulatory environments in both developed and emerging markets.

  • You possess at least 8 years of people management experience with a demonstrated ability to oversee direct reports define clear roles and inspire a team spirit characterized by a sense of urgency and high motivation.

  • You are a recognized leader with the ability to influence senior executives and policymakers showcasing exceptional credibility diplomacy and a track record of driving tangible outcomes in policy shaping.

  • You maintain an established network of relationships with global public institutions trade associations (e.g. EFPIA PhRMA) and civil society organizations critical to achieving healthcare objectives.

  • You have a demonstrated ability to bring agile ways of working to life fostering empowered decision-making and a creative mindset within decentralized networked organizational models.

  • You excel at synthesizing complex global trends into actionable strategies identifying risks and opportunities to the Pharma portfolio while maintaining a focus on measurable outcomes.

  • You model nimbleness and innovation with a preference for candidates who bring affiliate-level experience and a strong background in coalition building within multicultural environments.
