Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed at a job site several days a week and off-site as this position you can expect to work 3 days per week on site at Denver International Airport 8500 Pena Blvd. Denver CO 80249. Employees must work within the state of Colorado on their off-site days.

We are seeking an Environmental Public Health Administrator to serve as subject matter expert on industrial stormwater management and administer programs associated with industrial stormwater permits at DEN. This position requires significant regulatory and scientific expertise to ensure compliance with federal state and local requirements while promoting high environmental performance.

Key responsibilities will include:

  • Administer and oversee industrial stormwater programs at DEN including DENs Individual Permit (COS-000008) and certifications under the state general permit held by DEN and business partners. Prepare technical reports including annual reporting Discharge Monitoring Reports and Corrective Action Plans recommending corrective actions and present findings with proposed solutions.

  • Provide technical guidance and support to DEN departments and business partners to ensure alignment with operational objectives and compliance with all applicable regulatory standards.

  • Oversee compliance activities such as sampling inspections reporting and corrective actions to ensure adherence to regulatory requirements.

  • Prepare for renewal of DENs Individual Industrial Stormwater Permit by reviewing permit history identifying proactive measures and targeting areas for improvement.

  • Lead DENs stormwater and multimedia compliance inspection program including tracking inspections and maintaining records training personnel on inspection protocols and following up on identified issues to ensure resolution.

  • Lead illicit discharge investigations and implement corrective measures.

  • Gather and analyze environmental data to assess compliance and support enforcement actions.

  • Manage contracts and task orders including budget development expense management RFP creation and contractor performance oversight.

  • Contribute expertise to DENs environmental sustainability programs including an Environmental Management System (EMS) that is certified to ISO Standard 14001:2015.

What Youll Bring

Our ideal candidate has some or all the following experience skills and characteristics:

  • The ability to work safely in an industrial environment that may include work in confined spaces exposure to chemical and other hazards and work in extreme weather conditions.

  • Functions as an Environmental Subject Matter Expert (SME) for spill and release response and covers on-call spill and release response shifts as part of the environmental sustainability team on-call rotation.

  • The ability to identify goals for work assignments and obstacles to achieving those goals. The ability to generate alternative solutions consider risk and evaluate and choose the best alternative to perform work.

  • Mathematical ability to perform computations related to flow and organic load of deicing waste and experience with Excel spreadsheets to store track and analyze data.

  • The ability to read and interpret written material including technical materials such as product manuals engineering drawings operating manuals and regulatory materials such as rules and regulations and environmental permits.

  • Mechanical aptitude including an ability to troubleshot DIW equipment perform repairs and identify circumstances where maintenance teams at DEN should be brought in (e.g. plumbing electrical) or where outside contracted support will be needed for specialty work.

  • Interpersonal skills and the ability to work effectively with diverse stakeholders at DEN

  • The ability to not only work by yourself and get the job done with minimal direction and supervision including solo shifts but also the ability to closely work with other team members.

  • A wiliness to work overtime or off shifts to meet business needs most likely during the winter deicing season.

Required Minimum Qualifications

  • Education requirement: Bachelors Degree in Public Health Environmental Science or a related field based on a specific position.

  • Experience Requirement: Three (3) years of professional experience conducting scientific research and/or analysis on a variety of environmental or public health issues as required by the specific duties assigned to the position.

  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.

  • License/Certifications: By position requires a valid Drivers License at the time of application.

  • Licenses and certifications must be kept current as a condition of employment.
