About Us
The N.C. State Board of Elections is the statewide agency that supervises elections administration enforces campaign finance requirements and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.
Description of Work
Primary Purpose of the Organizational Unit
The Fiscal Management Unit provides centralized fiscal oversight and administrative support across all divisions of the agency. The unit ensures compliance with state and federal fiscal requirements and supports agency operations through effective budget management accounting financial reporting internal controls and continuous process improvement.
Primary Purpose of the Position
The Senior Accountant serves as a senior-level accounting professional within the Fiscal Management Unit and reports directly to the Agency Controller. This position performs advanced accounting financial reporting and analytical functions in support of the agencys general ledger financial statements grants and compliance requirements. The role also provides targeted budget support including preparation of budget revisions and development of internal and external financial reports while exercising professional judgment consistent with Accountant IIIlevel standards.
Knowledge Skills and Abilities/Management Preferences
Management Preference: Previous experience with completing the Annual Comprehensive Financial Report with a North Carolina state agency.
Professional / Technical Knowledge
- Thorough knowledge of accounting principles and practices including governmental accounting standards.
- Considerable knowledge of budget execution financial reporting and internal controls in a public-sector environment.
- Ability to interpret and apply complex federal and state fiscal laws regulations and policies.
- Proficiency in financial and accounting systems including statewide financial systems and related reporting tools.
Analytical & Communication Skills
- Ability to analyze complex financial data and present findings clearly to management and stakeholders.

Financial Reporting & Accounting Operations
This position performs complex accounting and financial reporting activities requiring advanced knowledge of governmental accounting principles and practices.
Key responsibilities include:
- Prepare review and analyze financial statements schedules reconciliations and supporting documentation in accordance with generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.
- Support preparation of the Annual Comprehensive Financial Report (ACFR) and other required reports for the Office of State Controller (OSC) Office of State Budget and Management (OSBM) Department of State Treasurer and other state or federal entities.
- Perform advanced general ledger maintenance including journal entries account analysis reconciliations and variance analysis.
- Assist with EAGLE internal audit requirements and completion of assigned modules.
- Support grant-related financial reporting reconciliations and compliance monitoring.
- Develop and maintain complex accounting worksheets schedules and analytical reports used by management and oversight agencies.
- Interpret and apply complex federal and state fiscal regulations and provide guidance to internal stakeholders as needed.
- Serve as a technical accounting resource for lower-level accounting staff and assist with work review as assigned by the Controller.
Budget Support & Financial Analysis
This position provides limited but substantive budget-related support focused on execution reporting and analysis.
Key responsibilities include:
- Prepare and process budget revisions in coordination with the Agency Controller and budget staff.
- Generate budget reports expenditure analyses and funding summaries to support agency leadership decision-making.
- Monitor budget activity to ensure alignment with approved budgets and identify variances or potential issues.
- Assist with financial forecasting trend analysis and ad hoc reporting related to agency programs grants and operational priorities.
Minimum Education and Experience

Bachelors degree in accounting or a degree in business administration finance or public administration or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting/ financial statements and reports; or equivalent combination of education and experience.
