TITLE: Principal - Elementary

IMMEDIATE SUPERVISOR: Elementary School Administrative Assistant

SELECTION: The position is filled by the Board of Education upon recommendation of the Superintendent of Schools. The applicant must demonstrate a knowledge of and an ability to implement developmental educational programs and to deliver developmentally appropriate services to students. Preference will be given to applicants with successful elementary administrative experience.

SALARY: Salary based on experience and education level per CBOE salary schedule plus competitive benefits package equal to approximately35% of direct compensation.Harrison County Professional Salary Schedule

EMPLOYMENT: 235 days

FUNCTIONS AND DUTIES: The successful applicant for this position shall:

*Possess Masters Degree and earned West Virginia
Elementary Principal Certification for applicable
grades.
*Provide information regarding amount of experience
relevant to the position.
*Provide evidence of academic achievement.
*Provide information regarding relevant specialized
training for the position.
*Provide information regarding the amount of course
work and/or degree level regarding the position.
*Provide information regarding past performance
evaluations as an administrator.
*Provide evidence of knowledge of Effective
Schools/Teaching Research as it applies to the
management of a elementary school.
*Provide evidence of knowledge and/or experience
preparing an elementary school schedule.
*Provide evidence of knowledge and/or experience
assessing the needs of a school evaluating the
effectiveness of school practices developing school
improvement plans setting goals and establishing
policies to manage day-to-day decisions.

*Provide evidence of knowledge and/or experience
holding staff meetings assigning staff
responsibilities analyzing school personnel needs
and arranging for staff development training.
*Demonstrate an understanding of how effective
working relationship among administration teachers
and parents leads to improved learning confidence
and morale for students parents and teachers.
*Demonstrate an understanding of how to write
school goals and objectives following county
specified criteria format.
*Possess basic operational knowledge of computers.

FUNCTIONS AND DUTIES:

1. To develop and implement effective developmental educational programs and to delivery developmentally appropriate services to students.
2. To maintain the best possible educational program and environment within the school.
3. To assume administrative and instructional supervisory responsibility under the supervision of the superintendent for the planning management operation and evaluation of the educational program of the school.
4. To submit recommendations to the superintendent regarding personnel as prescribed by the superintendent.
5. To attend meetings as scheduled by the superintendent or designee.
6. To serve on district committees to study policy questions recommend policy revision and to formulate and recommend new policies.
7. To advise central office administrators of the strengths and weaknesses of present policies and the need for additional ones.
8. To involve teachers and/or students in the development of building level policies.
9. To communicate district and building policies to teachers parents and students.
10. To orient new t teachers.
11. To schedule and conduct staff meetings.
12. To arbitrate disputes between staff members.
13. To acquaint the staff with their duties and responsibilities.
14. To organize and supervise registration scheduling programming attendance grade reports guidance reports and district state and national reports.
15. To provide for the health safety and welfare of the students at all times.
16. To accept the responsibility for the administration and operation of the school lunch program in accordance with federal state and county regulations.
17. To maintain student discipline in the building on the school grounds and at all school events.
18. To supervise and direct a student orientation and registration program for new students.
19. To supervise the student health program including the reporting of accidents.
20. To supervise the work of the office staff and other noninstructional staff within the school assigned.
21. To inspect the building regularly and report to appropriate staff member a need for care maintenance safety and security.
22. To cooperate in carrying out building use permits.
23. To prepare special reports as requested by those to whom accountable.
24. To maintain inventory of instructional equipment as established by distract policy.
25. To supervise the collection handling and reporting of school money.
26. To plan and recommend summer and vacation work projects for the improvement of the building and grounds.
27. To supervise the procurement and distribution of instructional equipment and supplies.
28. To supervise the guidance and counseling services and the school testing program.
29. To cooperate and supervise student assemblies.

1. To work with other administrators and learning area coordinators in the horizontal and vertical articulation of the educational program.
2. To hold individual and group conferences and classroom visitations with teachers for the improvement of instruction and morale.
3. To serve on district curriculum committees.
4. To prepare an annual evaluation report for each employee who is supervised by the principal as directed by the superintendent or designee and board of education policies.
5. To help plan provide and direct the staff development for school personnel.
6. To supervise the development of school bulletins and handbooks.
7. To participate in parent conferences as needed.
8. To encourage publicity of school activities according to district policy.
9. To assist in district efforts to explain the strengths and needs of the schools.
10. To facilitate community use of the school as established by district policy.
11. To maintain liaison with community law and other enforcement and welfare agencies.
12. To operate within budget limits.
13. To maintain a school consistent with state law and school district policy.
14. To establish and implement an ongoing school improvement system.
15. To create a climate conducive to teaching and learning.
16. To implement a system to monitor student programs.
17. To address site based management as directed from State Department of Education.
18. To cooperate with curriculum contact persons.
19. To develop strategies to deal with a seriously impaired school.
20. To facilitate a program to encourage student involvement in co-curricular activities such as fairs field days contests Spelling Bees and other available academic competitions.
21. To utilize parent volunteers tutors business partnerships and other community resources to assist with the curricular program of the school.
22. To promulgate and enforce reasonable rules pertaining to the conduct of students and teachers providing such rules are not in conflict with written district policies.
23. To conduct ones self in a positive professional manner at all times in order to enhance good public relations foster loyalty good ethics and cooperation with all personnel.
24. To perform such other tasks and assume such other responsibilities as the superintendent or immediate supervisor may from time to time assign.
