Description of Work
The position provides specialized professional technical and administrative support to the Emergency Supplemental Historic Preservation Fund (ESHPF) a $17.14M federal hurricane recovery grant program. The work requires a licensed preservation architect with federal grant experience that conducts and oversees the inspection analysis and preservation treatment of historic buildings sites and objects. The position will oversee and coordinate activities relating to the ESHPF program in tandem with other restoration specialists in the State Historic Preservation Office (HPO). It requires specialized knowledge of applicable federal rehabilitation and restoration standards regarding the treatment of historic buildings sites and objects (Secretary of the Interiors Standards and Guidelines for Archeology and Historic Preservation).Knowledge Skills and Abilities/Management Preferences

Management Prefers:
Working knowledge of building restoration conservation stabilization preservation construction technology and the analysis and evaluation of historic building conditions and construction histories.
Working knowledge of the structure and operation of national state local and private preservation programs particularly the Secretary of the Interiors Standards for Rehabilitation.
Working knowledge of North Carolina architectural history.
Ability to effectively communicate technical information to professionals and the general public.
Working knowledge of interpretation and application of building codes including ABA and ADA compliance to historic buildings.
Position/Physical Requirements:
Must be able to work Monday Thursday 8 hours per day (occasional evenings).
Must be licensed by the State Board of Architecture (ArchitectsG.S. 83A) (must be renewed each year).
The employee must meet the Secretary of the Interiors Professional Qualification Standards for history architectural history and/or archaeology as specified by federal regulations 36CFR61.4(e) and a valid drivers license is required.
This position is deemed eligible for hybrid telework under DNCRs Telework Policy.

This is a time-limited position subject to funding availability which may last up to 21 limited employees are eligible forState Benefits. Although the length of time this position will be active cannot be determined it has the potential to extend up to 3 years (36 months). Minimum Education and Experience
Some state job postings say you can qualify by an equivalent combination of education and experience. Bachelors degree in architecture or an engineering discipline related to the area of assignment from an appropriately accredited institution and one year of experience as a registered architect; or an equivalent combination of education and experience.
Necessary Special Qualifications: Valid license to practice architecture granted by the North Carolina Board of Architecture.
Section Description:
Eastern Office of Archives and History (known as the Humber House and located in Greenville NC) represents the State Historic Preservation Office in 27 counties of Northeastern North Carolina and implements the sections programs in the region including the inventory of historic properties survey and planning grant supervision the National Register of Historic Places the rehabilitation tax credit program environmental review restoration technical assistance for federal and state grant restoration projects local restoration technical services for governmental entities and privately-owned buildings and public education.
Division Description:
As the official state agency for historic preservation in North Carolina the Historic Preservation Office (HPO) identifies protects and enhances North Carolinas historic properties and districts through a coordinated statewide program of incentives information and technical assistance for public agencies private organizations and the states citizens. Section programs include: processing nominations to the National Register of Historic Places; comprehensive architectural surveys for counties and municipalities; technical assistance for the care and treatment of historic buildings; technical assistance and training for approximately 105 local historic preservation commissions statewide; management of a federal pass-through grant program for the federal Certified Local Government (CLG) program; and environmental review of development projects that may affect historic properties and archaeological resources. It functions as the state clearinghouse for federal and state protection and incentive programs for properties that qualify for the National Register of Historic Places. The position is located in a regional office - the Eastern Office of Archives and History in Greenville. The main location of the office is in Raleigh with staff also stationed in a field office in the Western Office in Asheville.

Veterans and National Guard Preference
