Job Summary

The Position

The Instruction Leadership and InnovationDivision is now accepting applications for School Health Billing Specialist.

Under assigned supervision the School Health Systems Compliance Analyst supports the delivery of high-quality school-based behavioral health services; leads the implementation optimization and ongoing maintenance of the Student Health Electronic Health Record (EHR) system and behavioral health billing; ensures the implementation and maintenance of required compliance measures; serves as a liaison between clinical billing and technical teams to ensure seamless system operations user adoption and data integrity across county state and federal program requirements; provides expert support for reporting clinical technical documentation training and end-user engagement aligning clinical and billing practices with operational needs while ensuring compliance with applicable regulations.

The ideal candidate is detail-oriented analytical and experienced in optimizing Electronic Health Record (EHR) systems in school-based or behavioral health settings. They understand clinical workflows billing processes and compliance requirements such as HIPAA DHCS CYBHI fee schedules and ECM reporting. They collaborate effectively with clinical billing and technical teams to ensure accurate documentation strong data integrity and smooth system operations supported by experience with reporting dashboards and analytics. They are also skilled in training end users creating clear documentation and managing multiple projects with adaptability and accountability.

This position is full-time in-person and has a work year of12 months 261 days per year 8 hours per day.

Leadership team members are eligible to receive a $2500 annual stipend for a masters degree and a $2500 additional stipend for a doctorate provided official documentation is submitted.

This is grant or Federal/State categorical funded until June 30 2027. The department does not expect to apply for an extension.

Education and Experience

Any combination equivalent to:

  • Education: Medical Billing and Coding Certificate or coursework in medical billing fundamentals claims submission appeals revenue cycle management legal and ethical considerations HIPAA compliance and payer guidelines.
  • Experience: 3 years experience implementing and supporting electronic health record (EHR) systems leading system and project implementations and applying clinical analytics and reporting to support operational and compliance needs.


LICENSES AND OTHER REQUIREMENTS

  • Incumbents in this class must possess a Medical Billing and Coding Certificate or obtain within 12 months of employment.
  • Demonstrated understanding of California state billing regulations and compliance requirements preferred.

EXAMINATION PROCEDURES

  • Assessments and interviews may take place virtually or in-person.
  • Following the final filing date the qualifications of all candidates will be evaluated.
  • The most qualified candidates will be invited to participate in a written exam tentatively scheduled for January 28 2026.
  • Those who pass the written exam will be invited to participate in an oral examination with subject matter experts tentatively scheduled for February10 2026.
  • Based on the final scores of qualified candidates Classified Personnel Services will establish a ranked candidate list.
  • Selected candidates from the list will be invited to a second interview with the hiring authorities tentatively scheduled for February17 2026.
  • Second interviews may be held in-person.
  • Candidates will be invited over email to participate in examination and selection steps using the email supplied within their applications or as updated by candidates in their master it is recommended that candidates check their email at least daily.
