Job Summary

Position Information/Definition

The City of Turlock is currently accepting applications for the position of Police Cadet. Under immediate supervision performs assignments restricted to non-enforcement police-related functions assists police officers in non-hazardous duties performs communications duties processes prisoners and performs related clerical duties.

This classification is Unrepresented for labor relations purposes and is subject to overtime assignments.

An eligibility list will be established from this recruitment that will be valid for six (6) months.

DISTINGUISHING CHARACTERISTICS
This class is designed to prepare the incumbent for a career in law enforcement with the City of Turlock Police Department. Incumbents perform assignments involving the delivery of non-emergency police services such as identification of persons through fingerprints traffic and parking control and answering and evaluating calls for emergency and police services as well as completing related paperwork. Incumbents may be assigned to any shift including nights weekends and holidays. Incumbents are expected to make continuous progress towards obtaining full-time permanent employment with the Police Department within 48 calendar months of their appointment. Failure to make continuous progress and/or failure to obtain full-time permanent employment with the City of Turlock Police Department within the 48-calendar month timeframe will result in termination. The Police Chief may in extraordinary circumstances extend this timeframe for up to twelve additional months.

SUPERVISION RECEIVED AND EXERCISED
This classification receives immediate supervision from the Commanding Officer of the Division they are assigned.

Essential Functions - Include But Are Not Limited To The Following:

  • Assist police officers with non-emergency duties; complete routine police reports; conduct non-hazardous investigations; collect evidence at crime scenes; appear in court as a witness.
  • Receive and respond to inquiries from citizens; give general assistance and direction as appropriate.
  • Complete routine police forms for prisoner processing.
  • Collect and compile statistical data; research crime trends for publication to police officers and public.
  • Fingerprint and photograph prospective employees the general public and drug or sex registrants.
  • Operate office machines and equipment such as computers radios and vehicles.
  • Answer incoming calls for police and emergency services; input information about an incident into the computer for dispatching of appropriate emergency units.
  • May assist police officers in a non-enforcement capacity direct and control traffic; provide parking and facility access control.
  • Perform related duties as assigned.

Qualifications:

Knowledge of:

  • The geography of the City of Turlock.
Ability to:
  • Safely operate a motor vehicle and use the in-vehicle radio and/or computer to answer calls.
  • Follow written and oral instructions and implement proper procedures as required by law and department policy.
  • Analyze situations and take appropriate action based on training and documented procedures.
  • Stay calm and exercise good judgment in potentially stressful situations.
  • Acquire the necessary skills to take fingerprints and photographs.
  • Perform clerical duties such as compiling information and statistics filing and other related duties.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate effectively both orally and in writing in the English language.

Any combination of experience and training that would likely provide the required knowledge

and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Experience:

Must be at least 18 years of age on or before administration of the first step of the examination process.

Applicants must be citizens of the United States or permanent resident alien who is eligible and has applied for citizenship prior to appointment to Police Cadet.


Training:

Possess a high school diploma or equivalent.

Currently enrolled in an accredited college. Must be taking a minimum of six (6) units in good standing and maintain a 2.0 GPA or better (documentation from the college is required).


Licenses:

Possession of or ability to obtain a valid California driver license.

Other certifications required by the State of California or deemed necessary by the Police Chief.

Must successfully complete an extensive background investigation and medical examination prior to appointment.


ADDITIONAL INFORMATION:


Physical Conditions:

While performing the duties of this job the employee occasionally works in outside weather conditions. The employee is occasionally exposed to sun and heat or wet and/or humid conditions as well as toxic or caustic chemicals. The noise level in the work environment is usually quiet while in the office or moderately loud when in the field.


Police Cadets are required to attend college taking a minimum of six (6) units at the same time they are working at the Turlock Police Department. Scheduled work hours will not conflict with class schedules. Workdays and hours will be assigned so the Cadet has adequate time to devote to his or her education.


Willingness and ability to work holidays weekends and shifts; provide scheduled and emergency overtime; be available for call back as required; wear a uniform and comply with department grooming standards.


While performing the duties of this job the employee is frequently required to move to and from various locations sit and communicate effectively in order to perform essential duties of this position. The employee is occasionally required to use hands to finger handle feel or operate objects tools or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop kneel crouch or crawl. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision color vision and the ability to adjust focus.


SELECTION PROCESS:

1.All applicants must complete a standard City of Turlock application for employment form supplemental questionnaire and submit the following documentation:
  • Proof of college enrollment is a current college transcript.
  • Proof of citizenship requirement is a copy of an official United States issued birth certificate or official United States naturalization documentation. If you are a permanent resident alien you must be eligible for and have applied for U.S. citizenship. Proof of applying for citizenship must be attached to your application.
2. You may submit your required certifications using the following options:
  • Attach a scanned copy in the Add Attachment option (of the NeoGov online application) or
  • Fax a copy to or
  • Email a copy to or
  • Hand deliver copies of your attachments to 156 S. Broadway Suite 235 Turlock CA on or before the final filing date.

Applications will be rejected if they are incomplete or required documentation is not attached.

4. Candidates who possess the minimum qualifications and have submitted complete application packets will be invited to compete in the testing process.

5. In the event that a large number of applicants possess the minimum qualifications applicants who appear to be the most qualified based on their experience and education will be invited to compete in the testing process.

6. Candidates invited to compete in the testing processmaybe required to take a written examination which is graded on a pass/fail basis. Only those applicants who pass the written examination will advance to the oral examination.The oral examination is tentatively scheduled the week of February 9 2026.

7. Candidatesmay also be required to pass a physical performance test that evaluates abilities to perform physical activities typically performed by Police Cadet. Candidates must pass the physical performance test (if administered) in order to continue in the testing process.

8. Candidates invited to compete in an oral examination that receives a score of 70% or more will be placed on an eligibility list. Ranking on the eligibility list is based solely on the results of the oral exam.

9. Top candidates on the eligibility list will be referred to the Turlock Police Department for a Command Staff interview to determine which applicant(s) are referred for a background investigation.

10. Final appointment to the position of Police Cadet will be contingent upon passing the following:
  1. Background Investigation
  2. Chief of Police interview
  3. Medical examination (including drug screening hearing and vision examinations).

VETERANS PREFERENCE SYSTEM

The City of Turlock has adopted a veterans preference system (effective January 1 2002). The percentage score achieved through an entrance (non-promotional) examination which ranks applicants on an eligibility list shall be adjusted to provide: (a) one (1) percentage point added to the final test score for each six (6) months of active service during a time of armed conflict up to a maximum of five (5) points and (b) five (5) percentage points added to the final test score for veterans who are disabled as a result of active military service during a time of armed conflict regardless of length of service. To receive preference points applicants must provide supporting documentation and proof of honorable no event shall an applicant receive more than a five (5) point adjustment. This request should be made in section #12 of the employment application form.A copy of your DD214 must be attached for this request to be considered.

MEDICAL EXAMINATION AND DRUG/ALCOHOL SCREENING

Every person who receives a conditional offer for a Police Cadet position with the City of Turlock will be required to submit to a pre-employment medical examination which in accordance with the City of Turlock drug screening policy will include drug screening. Refusal or failure to provide or pass the drug screening will result in revocation of the conditional offer of Police Cadet.

BENEFITS:

Sick Leave: The City of Turlock adopted a Paid Sick Leave Policy on June 23 2015 which applies to all part-time temporary and seasonal employees as of July 1 2015. One (1) hour per every 30 hours worked paid at the employees regular wage rate (capped at forty-eight (48) hours or six (6) days).

Hourly Rateof Pay Range: $18.44 - $20.48 per hour

Hoursof Work:Hours and days may vary. This position shall not exceed twenty (20) hours per week or 960 hours per fiscal year.
