Description of Work

The Accounting Technician III provides technical support within the Accounting and Financial Management Division of the DHHS Controllers Office. This position supports invoice and payment processing through the North Carolina Financial System (NCFS) with a focus on accounts payable for contract reimbursements. The role ensures invoice accuracy confirms compliance with federal and state guidelines and enters financial data into NCFS for processing.
This position contributes to the efficient reimbursement of vendors and contractors by overseeing contract payments and validating supporting documentation. It plays a critical part in ensuring federal funds are applied correctly and in a timely manner supporting compliance and operational continuity across DHHS program areas.

Key Duties Include:
Process high volumes of monthly invoice reimbursements from contractors and service providers

Review invoices and supporting documents for completeness accuracy and contract compliance

Enter accounting data into the NCFS (Oracle-based system) for accounts payable functions

Monitor and track payment timeliness to ensure compliance with funding requirements

Interpret and apply accounting guidelines related to federal funding and contractual terms

Reconcile payment discrepancies by researching and resolving data conflicts

Maintain internal controls to ensure data accuracy and prevent processing errors

Coordinate with internal and external stakeholders regarding contract payments and documentation

Support month-end closeout and reporting procedures related to payables

Audit employees travel for payment approval according to DHHS travel policy and guidelines

Recommend system or workflow changes to enhance payment efficiency

Salary Grade Range: $35984.00 - $62971.00

Recruitment Range: $34936.00 - $53957.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Documented experience processing and reviewing invoices for accuracy and payment compliance using an online financial system preferably NCFS or a similar Oracle-based platform.

  • Proven experience applying contract terms budgetary constraints and federal expenditure guidelines to invoice processing and reimbursement activities.

  • Hands-on experience utilizing Microsoft Excel to organize financial data develop simple formulas and monitor payment activity.

  • Demonstrated experience resolving discrepancies within accounts payable operations to ensure accurate and timely payments.

  • Experience working within financial systems to ensure compliance with organizational and regulatory standards related to invoicing and expenditures.
