Job Description:
Position Purpose summary:
The Director of Operations is accountable to the Executive Director for the day-to-day management of the Ottawa Grace Manors operational functions for both Food Services and Environmental Services in a manner that compliments the overall strategic direction of the Salvation Army. This role plays a lead role in developing quality services and efficient and cost-effective strategies in support of business strategies through the development of a strong team and the effective management of all Food and Facility resources within budgetary restraints. This position will oversee the operation and maintenance of the facility and its food by ensuring operations of the kitchen housekeeping waste disposal pest control laundry services interior and exterior building maintenance operation maintenance preventative maintenance are managed in a safe efficient and environmentally responsible manner; in accordance with current applicable federal provincial and local standards and regulations PIDAC best practices and The Salvation Army and Ottawa Grace Manor standards and principles.
Accountabilities:
1.
Strategy and Planning:
- Participate in strategic planning and accreditation activities
- Provides budget input and recommendations implement and communicate operational and emergency plans including environmental conditions essential services planning long-term maintenance plans housekeeping plans service manuals records and reporting training orientation and policies and procedures for Food and Facility Services in accordance with legislative and regulatory requirements the Ministry of Long-Term Care and professional standards of practice
- Formulate implement interpret and evaluate Food and Facility Services purpose philosophy practices objectives standards and policies and procedures as necessary to accommodate for the changing dietary and environmental circumstances and needs of residents
- Participates in crafting solutions to meet operational needs of the facility its departments and staff
- Provide direction on budget quality and quantity of food required

Operations Management:
- Assure a comfortable safe clean and secure environment for the residents visitors and staff by overseeing the maintenance of a clean and well-maintained facility and safeguarding disaster and emergency planning and security systems
- Actively participate in the continuous program development implementation and evaluation of department operations quality improvement risk management health and safety activities and the policy processes and standards within the Food and Environmental Services Departments while working in close consultation with other Department Managers
- Participate in facility-wide contingency planning in accordance with policies Salvation Army standards industry best practices and governing regulations
- Oversee the development of individualized resident service plans which are coordinated with all members of the Interdisciplinary Team
- Provide oversight into inventory process planning organizing and directing a facility-wide material management system including centralized inventory control and centralized purchasing (except Nursing/medical supplies). Ensure adequate level of required supplies and equipment and replaces equipment as necessary and approved
- Oversee of environmental facility system operations and maintenance requirements work with vendors on life cycle asset administration
- Provide quality monitoring on routine maintenance and repair of the facility manage capital projects renovations and repairs and vendor/contractor contracts ensuring timelines budgets and quality standards are met
- Develop and participate in in-service/training/orientation programs for emergency response WHMIS and others as required to ensure the safety and security of the residents visitors and staff and ensure attendance records are maintained for these sessions
- Maintain statistical records related to the Food Service and Environmental Services activities
- Evaluate and develop Preventative Maintenance Program to decrease equipment downtime
- Participates in crafting solutions to meet operational needs of the facility and building
- Ensure life safety systems (fire alarms emergency power HVAC water systems) are maintained tested documented and city inspection standards are met
- Respond promptly to facility emergencies and lead disaster preparedness and emergency response planning
- Ensure housekeeping services meet infection prevention cleanliness and sanitation standards for resident rooms common areas and service spaces
- Ensure compliance with food safety sanitation and dietary regulations; monitor kitchen operations equipment maintenance and supply management
- Utilize resources for best practices relating to equipment program development; recommends changes to increase efficiency and safety of the Physical facilities operation
- Prepare for participate in and respond to regulatory inspections audits and accreditation reviews
- Oversee effectiveness of all Environmental and Food activities while treating the property of The Salvation Army with due care and caution
- Performs other related duties as necessary or as directed by the Executive Director
3.
People Management:
- Provide direct leadership direction and mentoring to Food Services Manager.
- Actively participate in the continuous program development implementation and evaluation of department operations quality improvement risk management and health and safety activities within the Food Services and Environmental Services Departments participating in facility-wide contingency planning in accordance with policies Salvation Army standards industry best practices and governing regulations while working in close consultation with other Department Managers
- Identify the need for and ensures the provision of education/training programs to meet the education needs of department staff
- Coordinate and ensure all new staff receive department specific orientation ensure regulations are met related to orientation and training based on applicable Salvation Army Polices and governing legislation requirements
- Communicate regularly with the Executive Director and other Department Managers regarding the activities of both the Food Services and Environmental Services Departments
4.
Communication:
- Work with interdisciplinary management team to regularly communicate and coordinate operations as they relate to other departments
- Serve as the management representative on the Joint Health and Safety Committee (JHSC)
- Serve as a member and resident advocate of the Infection Control/CQI strategic planning and other committees/teams as required
- Liaise with educational organizations to promote the Ottawa Grace Manor
- Serve as key liaison with external vendors contractors and regulatory bodies
5.
Finance:
- Provide input advice and recommendation on the budget and expenditures controls for labour food supplies and equipment for the department and ensures optimum utilization of resources for the Environmental Services and Food Services Department
- Participate in capital planning and long-term operational forecasting
- Administers manages and operates within the approved budget for financial control personnel management resident care programs and ensures optimum utilization of resources Oversee purchasing and inventory control systems; monitoring costs in consideration with budgetary requirements
- Analyze operational data and implement efficiencies to optimize staffing supplies and vendor contracts
- Ensure all financial elements are properly entered and processed in Business World
6.
Human Resources:
- Work with Human Resources Business Professional (HRBP) to interpret human resources policies and procedures
- Consult with HRBP on interpretation of collective agreement responds to grievances attend labour management meetings as required as per collective agreement and facility policy
- Recruit train coach and evaluate departmental managers and staff ensuring staffing levels support safe efficient operations and compliance
- Address performance issues and labour relations matters in collaboration with HRBP
- Responsible for delegation of all components of recruiting orientating assigning supervising evaluating evaluation retention disciplining and terminating in consultation with HRBP
- Demonstrate understanding of and compliance with the Employment Standards Act Human Rights Act collective agreement and MOLTC Act as it applies to all staff
CRITICAL RELATIONSHIP MANAGEMENT
Governance Boards and Councils:
- Serves as the management representative to co-chair the Occupational Health and Safety Committee
Internal:
- This role reports to the Executive Director
- Ottawa Grace Manor visitors and residents
- Ottawa Grace Manor Department Leaders and Staff
- Various Committees (i.e. Strategic Planning Infection Control/CQI and all other committees as required)
- Human Resources & Employee Relations
External:
- MOLTC Public Health Ontario Health Accreditation Canada
- Liaise with educational organizations to promote the Ottawa Grace Manor
- Food and Facility vendors service providers and contractors
- Maintain positive relations with external agencies residents families and the community
MANAGERIAL/Technical Leadership RESPONSIBILITY:
- This role reports to the Executive Director and has over thirty direct reports
FINANCIAL AND MATERIALS MANAGEMENT:
- This role has budget input and has accountability to manage and adhere to the Food Service and Environmental Services Departments budget and resources
- This role has up to $50000 expenditure authority
WORKING CONDITIONS:
- Shift work required as necessary
- Overtime may be required as necessary
- On-Call 24/7/365
- Some travel may be required
- Work is in a Long-Term Care resident environment

education and experience Qualifications:
Education Qualifications and Certifications:
- Post-secondary diploma or degree in related field of study and relevant managerial experience
- Certificate in Fire Training for Owners/Operators of Care Homes
- Certificate in Joint Health and Safety
Experience and Skilled Knowledge Requirements
- Experience working within Environmental Services with Fire & Safety Codes WHMIS Health & Safety and Joint Health & Safety Committees
- Experience overseeing facilities environmental and food services
- Demonstrated experience managing multi-disciplinary teams in regulated environment
- Strong working knowledge of long-term care regulations life safety codes food safety requirements
- Familiarity with emergency preparedness disaster planning and resik management in healthcare settings
- Proven ability to lead mentor and development department leaders; strong performance management coaching and conflict management skills
- Experience working in unionized environments an asset
- Must have demonstrated skill in management/administration and leadership including establishment and attainment of goals and objectives development of policies and procedures budget preparation and control problem solving conflict resolution and effective utilization of human and fiscal resources
- Minimum of 5 years of related experience with experience in a management role
- Demonstrated skill in management of operations and support personnel is essential
- Minimum of 3 years related experience in a long-term care facility or similar setting

Compensation:
The target hiring range for this position is $81170.48 to $101463.10 with a maximum of $121755.72.
Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
