Description of Work

The primary purpose of the Biennial Institutional Engineering Surveyor is to conduct onsite physical plant and life safety inspections of existing Adult Care Homes and Mental Health facilities that are large residential and institutional occupancy under the regulatory authority of the Division to determine compliance with licensing regulations. The engineer must be able to interpret historical editions of Building Codes and Licensure Rules as they apply to existing facilities explain the meaning and intent of those rules and standards for which he/she is responsible and interact with the public and other state and local government officials. The position requires up to 4 days per week of travel throughout the state with 1-2 overnight stays per week.

This position is in the Construction Section which is located at the newly opened DHHS headquarters across from the North Carolina Museum of Art. Employees enjoy the benefit of a good work-life balance and working a 40-hour work week. The work schedule for this position is Monday through Friday 8:00 a.m. to 5:00 p.m.

A state vehicle shall be used for travel purposes when available. Use of personal vehicle may be required and compensated at the NC Office of State Budget and Managements established mileage rates.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $61545 - $107703

Recruitment Range: $61545 - $86082

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Familiarity with building plans and/or engineering specifications
  • Familiarity with building codes.
  • Ability to communicate verbally and in writing technical construction and/or engineering information.
  • Must possess a valid drivers license and be available to travel within the State including some overnight travel (2-3 days a month).

This position is funded in part through federal funds.

This position will close at 11:59 p.m. the night before the end date.

The Division of Health Service Regulation (DHSR) provides for the health safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services. The Construction Section reviews plans and specifications makes on-site inspections and provides consultation to ensure a safe and proper environment for patients residents and inmates.
