EIPS is recruiting a full-time Health Recovery Advisor for our Human Resources department (HR) located at Central Services.

Elk Island Public Schools Central Services building is located in Sherwood Park at 683 Wye Road. Providing services for the Division Central Services is comprised of eight departments in addition to the Board of Trustees. The departments include Education Executive Communication Services Facility Services Student Transportation Human Resources Financial Services Supports for Students and Information Technologies. Central Services is staffed by 190 employees 17 work in the Human Resources department.

JOB SUMMARY

The Human Resources (HR) Health Recovery Advisor provides expert guidance and support to employees experiencing illness injury or disability ensuring they receive appropriate accommodations and timely return to work planning. The role works closely with medical professionals insurers and HR to manage disability claims support maternity and parental leaves and ensure safe and sustainable return-to-work outcomes. The position maintains strong relationships with stakeholders responds to inquiries interprets agreements and procedures and addresses issues promptly to support effective operations across Elk Island Public Schools.

KEY RESPONSIBILITIES

Client Support and Communication

  • Facilitate recovery disability and rehabilitation processes for employees after illnesses or injuries to maintain operational continuity.
  • Provide comprehensive guidance to employees on maternity parental leave health recovery plans and other benefits.
  • Manage ongoing communication for return-to-work plans.
  • Communicate and collaborate with supervisors to create effective and sustainable return to work plans.
  • Maintain a high level of integrity professionalism and discretion in dealing with confidential and sensitive information.

Leave Management

  • Ensure the timely completion of health recovery processes.
  • Work with the OH&S Assistant on WCB claims and employee restrictions to ensure a safe and healthy return to work.
  • Provide absence/return-to-work update for supervisors HR directors and payroll.
  • Monitor and report employee absences to track leaves.
  • Collaborate with HR Business Partners on the effectiveness of wellness programs and suggest necessary adjustments for desired outcomes.
  • Remain up to date with evolving legislation health care services and coverage changes insurance provider agreements related updates to the collective agreement and classified staff terms of employment.
  • Support employees and supervisors to identify opportunities for employees to remain work engaged.

Relationship Management

  • Provide empathetic guidance and support to employees dealing with illness or injury to facilitate a smooth medical leave process and return to work transition.
  • Collaborate with employees supervisors benefit carriers and third-party providers for timely updates on health recovery and return-to-work plans.
  • Support or participate in various HR department and division initiatives and workplace activities.
  • Engage in professional development on an ongoing basis including the use of emerging technologies.

Compliance and Record Management

  • Maintain strict confidentiality regarding employee personal and health information and related documentation.
  • Ensure reporting and document compliance with related legislation including Occupational Health & Safety (OHS) Workers Compensation collective agreement terms and EIPS administrative procedures.
  • Manage health recovery records files and documents ensuring access to information and compliance with administrative procedures and relevant legislation such as the Access to Information Act (ATIA) and the Protection of Privacy Act (POPA).
  • Identify health records eligible for disposal complete records disposition requests and dispose of records as per administrative procedures and applicable legislation.

QUALIFICATIONS

Education

Minimum Required: Diploma in Human Resources or certification in one or more related fields such as health recovery or benefits administration. An equivalent combination of related education and experience may be considered.

Preferred: Health recovery certification such as Registered Rehabilitation Professional (RRP) or Disability Management and benefits administration certification such as Group Benefits Associate (GBA) or Certified Employee Benefits Specialist (CEBS) or a degree in a related area.

Experience

Minimum Required: 2 years experience in health recovery and benefits administration.

Preferred: 4 years related experience in an HR environment. Previous experience within a school division.

Knowledge Skills and Abilities

Minimum Required:

  • Knowledge of disability managementprocedures and applicable legislation including OHS and WCB.
  • Thorough understanding of employee benefit plan administration policies collective agreement interpretation and relevant regulations.
  • Excellent verbal and written communication skills.
  • Strong judgment and problem-solving skills.
  • Excellent interpersonal skills and ability to establish trusting collaborative working relationships with internal and external stakeholders.
  • Demonstrated ability to effectively deal with a variety of complex and sensitive issues.
  • Ability to successfully work in a team environment as well as independently with minimal supervision.
  • Strong organizational and time management skills to prioritize activities manage changing deadlines and balance multiple demands.
  • High level of integrity business professionalism and discretion in dealing with confidential and sensitive information.
  • Knowledge of records management principles including the Access to Information Act (ATIA) and Protection of Privacy Act (POPA).
  • Proficient in Microsoft Office Suite and web-based applications.

Preferred:

  • Working knowledge of applicant tracking systems and Human Resources Information Management Systems (HRIS).
  • Proficiency in using relevant software and tools for benefit administration and data management.
